EXECUTIVE SUMMARYGrowing apprehensi<strong>on</strong> about college affordability has fueled public and legislativeinterest in seeking remedies to <strong>the</strong> financial burden many college students face in purchasingtextbooks. Eighteen states c<strong>on</strong>sidered measures to reduce <strong>the</strong> amount students spend <strong>on</strong> textbooksin 2006, and Colorado, C<strong>on</strong>necticut, Virginia, and Washingt<strong>on</strong> passed textbook-relatedlegislati<strong>on</strong>. Proposed and adopted legislati<strong>on</strong> has focused primarily <strong>on</strong> sales tax exempti<strong>on</strong>s,ending <strong>the</strong> practice <strong>of</strong> bundling <strong>of</strong> textbooks with supplementary materials, provisi<strong>on</strong>s c<strong>on</strong>cerningnew editi<strong>on</strong>s with few substantive changes, and faculty textbook selecti<strong>on</strong> guidelines.In spring 2006, <strong>the</strong> Illinois Senate adopted Senate Resoluti<strong>on</strong> 692 directing <strong>the</strong> IllinoisBoard <strong>of</strong> Higher Educati<strong>on</strong> (<strong>IBHE</strong>), in c<strong>on</strong>juncti<strong>on</strong> with <strong>the</strong> Illinois Community College Board(ICCB), to study <strong>the</strong> feasibility <strong>of</strong> implementing textbook rental programs at Illinois communitycolleges and public universities and/or o<strong>the</strong>r textbook cost saving alternatives.<strong>IBHE</strong> and ICCB surveyed all community colleges and public universities to examine <strong>the</strong>feasibility <strong>of</strong> implementing textbook rental programs. Twenty-seven community colleges and 11public universities resp<strong>on</strong>ded. <strong>IBHE</strong> also distributed questi<strong>on</strong>naires to 49 third-party bookstoresand received 10 resp<strong>on</strong>ses. In additi<strong>on</strong>, <strong>the</strong> Board sent questi<strong>on</strong>naires to <strong>the</strong> Associati<strong>on</strong> <strong>of</strong>American Publishers, Follett Corporati<strong>on</strong>, Illinois Retail Merchants Associati<strong>on</strong>, and <strong>the</strong> Nati<strong>on</strong>alAssociati<strong>on</strong> <strong>of</strong> College Stores, all <strong>of</strong> whom resp<strong>on</strong>ded to <strong>the</strong> survey.The study also involved an extensive review <strong>of</strong> recent publicati<strong>on</strong>s c<strong>on</strong>cerning textbookprices and cost-saving measures, including studies by <strong>the</strong> U.S. Government Accountability Office(GAO), various state student public interest groups (PIRGS), and trade associati<strong>on</strong>s.The following entities provided informati<strong>on</strong> to <strong>IBHE</strong> over <strong>the</strong> course <strong>of</strong> <strong>the</strong> study:• Associati<strong>on</strong> <strong>of</strong> American Publishers, Inc.;• Barnes and Noble College Bookstores;• Follett Corporati<strong>on</strong>;• Illinois Board <strong>of</strong> Higher Educati<strong>on</strong> Faculty Advisory Council;• Illinois Board <strong>of</strong> Higher Educati<strong>on</strong> Student Advisory Committee;• Illinois community colleges;• Illinois Department <strong>of</strong> Revenue;• Illinois Department <strong>of</strong> Commerce and Ec<strong>on</strong>omic Opportunity;• Illinois Finance Authority;• Illinois public universities;• Illinois Retail Merchants Associati<strong>on</strong>;• Nati<strong>on</strong>al Associati<strong>on</strong> <strong>of</strong> College Stores;• Nati<strong>on</strong>al Advisory Committee <strong>on</strong> Student Financial Aid; and• third-party bookstores.Findings• According to <strong>the</strong> Government Accountability Office (GAO), textbook costs increased186 percent between 1987 and 2004, an average <strong>of</strong> 6 percent annually.-7-
