APPENDIX ASenate Resoluti<strong>on</strong> 69209400SR0692 EnrolledLRB094 20000 NHT 57473 r1SENATE RESOLUTION NO. 6922 WHEREAS, Postsec<strong>on</strong>dary educati<strong>on</strong> is increasingly anessential credential for success in <strong>the</strong> modern ec<strong>on</strong>omy; and34 WHEREAS, Affordability <strong>of</strong> a college degree is a growingc<strong>on</strong>cern to students, families, and State policymakers; and56 WHEREAS, The cost <strong>of</strong> textbooks is a substantial andescalating burden for students; and78 WHEREAS, O<strong>the</strong>r states have undertaken legislative and9 administrative measures to curtail <strong>the</strong> rising expense <strong>of</strong>textbook purchases; <strong>the</strong>refore, be it1011 RESOLVED, BY THE SENATE OF THE NINETY-FOURTH GENERAL12 ASSEMBLY OF THE STATE OF ILLINOIS, that <strong>the</strong> Board <strong>of</strong> Higher13 Educati<strong>on</strong>, in c<strong>on</strong>juncti<strong>on</strong> with <strong>the</strong> Illinois Community College14 Board and public universities and community colleges, shall15 c<strong>on</strong>duct a thorough and comprehensive study <strong>of</strong> <strong>the</strong> cost and16 feasibility <strong>of</strong> implementing textbook rental programs at publicuniversities and community colleges; and be it fur<strong>the</strong>r1718 RESOLVED, That <strong>the</strong> Board <strong>of</strong> Higher Educati<strong>on</strong> shall explore19 <strong>the</strong> feasibility <strong>of</strong> various funding sources to establish a20 revolving fund to finance start-up costs for textbook rental21 programs at public universities and community colleges; and beit fur<strong>the</strong>r2223 RESOLVED, That <strong>the</strong> Board <strong>of</strong> Higher Educati<strong>on</strong> shall examine24 measures c<strong>on</strong>sidered or adopted in o<strong>the</strong>r states, including <strong>the</strong>25 unbundling <strong>of</strong> s<strong>of</strong>tware or o<strong>the</strong>r supplementary materials from26 <strong>the</strong> sale <strong>of</strong> textbooks; <strong>the</strong> public listing <strong>of</strong> titles, prices,27 and ISBN numbers <strong>of</strong> required textbooks; and <strong>the</strong> disclosure <strong>of</strong>textbook costs to faculty; and be it fur<strong>the</strong>r28-52-
09400SR0692 Enrolled - 2 - LRB094 20000 NHT 57473 r1 RESOLVED, That <strong>the</strong> Board <strong>of</strong> Higher Educati<strong>on</strong> shall2 investigate <strong>the</strong> potential for technology to reduce textbook3 costs, including <strong>on</strong>line book swaps, an electr<strong>on</strong>ic4 clearinghouse for <strong>the</strong> purchase <strong>of</strong> textbooks, and e-bookalternatives to published textbooks; and be it fur<strong>the</strong>r56 RESOLVED, That <strong>the</strong> Board <strong>of</strong> Higher Educati<strong>on</strong> shall, for7 each <strong>of</strong> <strong>the</strong> issues set forth for investigati<strong>on</strong> in this8 resoluti<strong>on</strong>: (1) solicit and report in its findings <strong>the</strong> views <strong>of</strong>9 private entities that currently operate bookstores ei<strong>the</strong>r <strong>on</strong>10 behalf <strong>of</strong> or independent <strong>of</strong> <strong>on</strong>e or more public universities or11 community colleges in this State, including, but not limited12 to, <strong>the</strong> Nati<strong>on</strong>al Associati<strong>on</strong> <strong>of</strong> College Stores, <strong>the</strong> Illinois13 Retail Merchants Associati<strong>on</strong>, Follett Higher Educati<strong>on</strong> Group,14 and o<strong>the</strong>r entities operating as campus bookstore managers; and15 (2) solicit and report <strong>the</strong> views <strong>of</strong> textbook authors and16 publishers, including, but not limited to, <strong>the</strong> Associati<strong>on</strong> <strong>of</strong>17 American Publishers, <strong>the</strong> Associati<strong>on</strong> <strong>of</strong> American University18 Presses, postsec<strong>on</strong>dary textbook publishers, and facultyrepresentatives; and be it fur<strong>the</strong>r; and1920 RESOLVED, That <strong>the</strong> Board <strong>of</strong> Higher Educati<strong>on</strong>, <strong>the</strong>21 Department <strong>of</strong> Revenue, and <strong>the</strong> Department <strong>of</strong> Commerce and22 Ec<strong>on</strong>omic Opportunity shall thoroughly assess and report in <strong>the</strong>23 Board <strong>of</strong> Higher Educati<strong>on</strong>'s findings <strong>the</strong> ec<strong>on</strong>omic impact that24 current textbook purchasing arrangements and that a textbook25 rental program and o<strong>the</strong>r cost-saving alternatives would have <strong>on</strong>26 public universities and community colleges, State government,27 local governments, students, and private entities that28 currently operate bookstores ei<strong>the</strong>r <strong>on</strong> behalf <strong>of</strong> or independent29 <strong>of</strong> <strong>on</strong>e or more public universities or community colleges inthis State; and be it fur<strong>the</strong>r3031 RESOLVED, That <strong>the</strong> Board <strong>of</strong> Higher Educati<strong>on</strong> shall report32 its findings and recommendati<strong>on</strong>s to <strong>the</strong> chairpers<strong>on</strong>s <strong>of</strong> <strong>the</strong>33 Higher Educati<strong>on</strong> and Appropriati<strong>on</strong>s III Committees <strong>of</strong> <strong>the</strong>-53-
