The availability <strong>of</strong> i-chapters is limited currently since <strong>the</strong> i-chapter is a relativelynew format. In additi<strong>on</strong>, NACS reports that “[T]he total cost <strong>of</strong> ownership <strong>of</strong> buying chapters <strong>of</strong>books individually may be greater than had a student purchased a hard copy <strong>of</strong> <strong>the</strong> textbook andsold it at buy-back” (Nati<strong>on</strong>al Associati<strong>on</strong> <strong>of</strong> College Stores resp<strong>on</strong>se to draft 2006). Thisalternative would have no fiscal impact <strong>on</strong> <strong>the</strong> State and little or no fiscal impact <strong>on</strong> <strong>the</strong>instituti<strong>on</strong>s.Custom Books. Custom books enable faculty members to build textbooks based <strong>on</strong> avariety <strong>of</strong> selecti<strong>on</strong>s. Price is c<strong>on</strong>tingent up<strong>on</strong> <strong>the</strong> length <strong>of</strong> selecti<strong>on</strong>s and <strong>the</strong> quantity <strong>of</strong> <strong>the</strong>custom-printed books. Although custom books may be more affordable to purchase thantraditi<strong>on</strong>al textbooks, <strong>the</strong> resale market is limited because resale is dependent up<strong>on</strong> <strong>the</strong> future use-46-
<strong>of</strong> <strong>the</strong> exact custom book. This alternative would have no fiscal impact <strong>on</strong> <strong>the</strong> State or to <strong>the</strong>instituti<strong>on</strong>s.UnbundlingPublishers could be mandated through legislati<strong>on</strong> or instituti<strong>on</strong>al policies to <strong>of</strong>fer bundledmaterials as separate items for purchase. Such a mandate could, however, have unintended effects<strong>on</strong> bookstores if faculty members were to request bundled materials. Offering course materialsbundled – as requested by faculty -- and sold separately – as required by law -- would result inadditi<strong>on</strong>al inventory, handling, and storage costs at bookstores. C<strong>on</strong>sequently, <strong>the</strong>re would be afiscal impact <strong>on</strong> bookstores and, directly or indirectly, instituti<strong>on</strong>s if such a mandate did notinclude a provisi<strong>on</strong> for faculty preferences.The publisher’s net price <strong>of</strong> course materials bundled and sold separately could beprovided to faculty members in writing.
