At<strong>the</strong> same time, I have <strong>the</strong> following, three c<strong>on</strong>cerns:• The first and most significant appears in <strong>the</strong> "C<strong>on</strong>clusi<strong>on</strong>" (pg 9) <strong>of</strong> <strong>the</strong> Executive Summary and<strong>the</strong> <str<strong>on</strong>g>Report</str<strong>on</strong>g> (pg. 45) itself -- "<strong>Textbook</strong> rental programs...could help reduce <strong>the</strong> financial burden<strong>on</strong> students and families... but <strong>the</strong>n notes that to be successful, "<strong>the</strong>y will need <strong>the</strong> support <strong>of</strong>instituti<strong>on</strong>al administrators, students, faculty and publishers" That statement is followed,somewhat curiously, by <strong>the</strong> following sentence -- "Some states have found legislative acti<strong>on</strong> aneffective tool ..." The big stopper, in my opini<strong>on</strong>, is not instituti<strong>on</strong>al support, etc., but <strong>the</strong> $218Min start-up costs. From where will that m<strong>on</strong>ey come? If that is what is meant by "legislativeacti<strong>on</strong>," <strong>the</strong>n okay but I doubt it. I believe a reference to <strong>the</strong> significant start-up costs needs toappear in <strong>the</strong> summary c<strong>on</strong>clusi<strong>on</strong>s.• My sec<strong>on</strong>d c<strong>on</strong>cern has to do with <strong>the</strong> examples presented for Illinois -- two regi<strong>on</strong>al universitiesand two rural community colleges. Although <strong>the</strong>re is a statement (pg.21) that "n<strong>on</strong>e <strong>of</strong> <strong>the</strong>instituti<strong>on</strong>s (presented nati<strong>on</strong>wide) are research instituti<strong>on</strong>s," <strong>the</strong> point that approximately 1% <strong>of</strong>degree granting instituti<strong>on</strong>s nati<strong>on</strong>wide <strong>of</strong>fer textbook rental seems to get lost. There are sound,academic reas<strong>on</strong>s why textbook rental programs would not support quality teaching at certain,larger instituti<strong>on</strong>s. Those reas<strong>on</strong>s need to be carefully articulated.• Finally, when we did an earlier review <strong>of</strong> textbook costs for Chair Jim Kaplan, I was impressedby <strong>the</strong> efforts <strong>of</strong> many faculty and departments to mitigate <strong>the</strong> high costs <strong>of</strong> textbooks. A few <strong>of</strong>those acti<strong>on</strong>s are noted <strong>on</strong> page #45 but, If this is to be valid and fair study, a better sense <strong>of</strong> thoseefforts occurring <strong>on</strong> our campuses should be included.Dr. Charles EvansAssociate Vice PresidentUniversity <strong>of</strong> Illinois-122-
