Plans for the erection <strong>of</strong> a School at Portumna havebeen approved. Plans are being prepared for the erection <strong>of</strong> a Schoolat Gort.Kerry.-The School at Killorglin has been completed; an extensionto provide a room for rural science is in course <strong>of</strong> erection <strong>and</strong>a plot for a school garden has been purchased. Building operationsare in progress on the School at Waterville. Plans for the School atMurreigh are under consideration.Kildare.-The School at Castledermot is nearing completion. Planshave been approved for the erection <strong>of</strong> Schools at Athy <strong>and</strong> Newbridge.Kilkenny.-The School at Coon has been completed <strong>and</strong> has beenoccupied since the beginning <strong>of</strong> the current session. Final plans <strong>and</strong>specifications for the proposed alterations <strong>and</strong> additions to the ModelSchool, Kilkenny, are being prepared. A proposal for the erection <strong>of</strong>a new School at Conahy is under consideration.Leitrim.-The School at Carrick-on-Shannon should be completedbefore the end <strong>of</strong> the current session. Work is proceeding on anextension to the School at Manorhamilton.Leix.-The extension to Portlaoighise Technical School was <strong>of</strong>ficiallyopened by the Minister during the current session. Building operationsare in progress on Schools at Arless <strong>and</strong> Clonaslee. Plans have beenapproved for the erection <strong>of</strong> a School at Rathdowney.Limerick.~fhe Schools at Croom <strong>and</strong> Kilfinane have been completed.Building operations are in progress on the School at Shanagolden.A tender has been accepted for the erection <strong>of</strong> the School atCappamore. A field adjoining the Newcastle School has been purchasedfor use as a school garden <strong>and</strong> sports ground.Louth.-The extension to Dundalk Technical School is nearing completion.A site had been acquired for a School at Bush. The reconstruction<strong>of</strong> Ardee Technical School is proceeding.Mayo.-The Schools at Belmullet <strong>and</strong> Cashel have been completed.103Meath.-Plans have been approved for the erection <strong>of</strong> a School atNobbe r, for an extension to the existing Technical Schools at Kel ls<strong>and</strong> for the reconstruction <strong>of</strong> Athboy House. A proposal to erect aschool at Ardcathis under consideration.Monaghan.-Plans are being considered for the erection <strong>of</strong> a Schoolat Castleblayney, for which the County Council has made a grant <strong>of</strong>£5,000 under Section 51 <strong>of</strong> the Vocational <strong>Education</strong> Act, 1930.Ojjaly.-The School at Birr has been completed. Building operationsare in progress on the School at Tullamore. Plans for schools atFerbane <strong>and</strong> Shinrone have been approved <strong>and</strong> tenders are beinginvited.Roscommon.-The Schools at Castlerea <strong>and</strong> Roscommon have been.completed. The School at Boyle is nearing completion. The Vocational<strong>Education</strong> Committee are now considering proposals to erect schoolsat Ballaghadereen <strong>and</strong> at Elphin or Strokestown.Sligo.-Plans<strong>and</strong> Tubbercurry.are being prepared for the erection <strong>of</strong> schools at EaskeyTipperary (North Riding).-Extensions are in progress at RoscreaTechnical School to provide two workshops. A proposal to take overBorrisokane workhouse with 11 acres <strong>of</strong> l<strong>and</strong> for use as a rural school1S being considered.Tipperary (South Riding).-The School at Killenaule has beencompleted. Plans have been approved for schools at Clogheen <strong>and</strong>Newcastle. A site has been secured for a School at Cahir <strong>and</strong> plansare being prepared.Wate'yjord.-The School at Dungarvan is nearing completion. Proposalsare under consideration for the erection <strong>of</strong> Schools at Portlaw<strong>and</strong> Kilmacthomas.Westmeath.- The School at Castlepollard is nearing completion. TheVocational <strong>Education</strong> Committee have under consideration proposalsfor an extension to the existing Technical Schools at Athlone <strong>and</strong>Mullingar.Wexjord.-The Schools at Adamstown <strong>and</strong> Kilmuckridge have beencompleted. A tender has been accepted for the school at Shielbaggin<strong>and</strong> building operations have begun. The plans approved for theSchool at Enniscorthy are being amended to reduce the cost to theamount available for this purpose.Wicklow.-The School at Carnew has been completed <strong>and</strong> has been.occupied since the beginning <strong>of</strong> the current session.
104VIII.-QUALIFICATIONSOF TEACHERS.During the year the <strong>Department</strong> issued three Memor<strong>and</strong>a dealingwith the qualifications <strong>of</strong> teachers working under Vocational <strong>Education</strong>Committees.Memor<strong>and</strong>um V. 29 presented in a more simple <strong>and</strong> coherent mannerthe qualifications required for Manual Instructors (Woodwork). Henceforththe <strong>Department</strong> will issue three types <strong>of</strong> Certificates for suchteachers :-Preliminary Certificate, Ordinary Certificate <strong>and</strong> theHonours Certificate. Regulations governing the award <strong>of</strong> each Certificateare clearly stated in the Memor<strong>and</strong>um.Memor<strong>and</strong>um V. 30 contained regulations <strong>of</strong> a similar type for theaward <strong>of</strong> the Preliminary, the Ordinary <strong>and</strong> the Honours Certificateto Manual Instructors (Metalwork).Memor<strong>and</strong>um V. 32 laid down the qualifications required fromteachers <strong>of</strong> Commerce. In addition to those already contained inMemor<strong>and</strong>um V. 7, it made provision for the issue <strong>of</strong> the CommerceTeacher's Certificate <strong>of</strong> the <strong>Department</strong> <strong>of</strong> <strong>Education</strong>. This Certificatecan be secured by any c<strong>and</strong>idate who obtains a First Class Pass in theAdvanced Stage <strong>of</strong> the <strong>Department</strong>'s Technical School Examinationsin Commerce in five <strong>of</strong> the sUbjects enumerated in the Memor<strong>and</strong>u.ill.IX.-SPECIAL COURSES FOR THE TRAINING OF TEACHERS ..In the Annual <strong>Report</strong> for 1934-35 a brief account was given <strong>of</strong> thesteps taken by the <strong>Department</strong> to select teachers-in-traip.ing for threeimportant sections <strong>of</strong> the work in Vocational Schools-Rural Science,Manual Instruction <strong>and</strong> Metalwork. Special Courses for these groups.were conducted during the Session under review.Rural Science Teachers.As already decided, the Course for Rural Science Teachers is toextend over two years. The first part <strong>of</strong> the Course was held at theCrawford Municipal Technical Institute, Cork, from October, <strong>1935</strong>,to the end <strong>of</strong> July, <strong>1936</strong>. The sixteen c<strong>and</strong>idates selected were in attendancefor 35 hours each week at a systematic course <strong>of</strong> studycomprising Chemistry, Physics, Botany, PhYSical Geography, Mathematics,Drawing, Book-keeping <strong>and</strong> Farm Accounts, Rural Economics,Irish <strong>and</strong> English. At the examination, held by the <strong>Department</strong>at the end o(the session, the 16 c<strong>and</strong>idates passed successfully.It is gratifying to record that each <strong>of</strong> them also secured the CeardTeastas Gaedhilge.In addition to their technical COUrse, the teacher-students Weregiven advice on the organisation <strong>and</strong> control <strong>of</strong> rural vocational schools.Furthermore, through active contact with the sports, dramatic <strong>and</strong>105debating clubs attached to the Municipal Technical Institute, they wereable to realise the value <strong>of</strong> social activities in the conduct <strong>of</strong> aschool.The second year <strong>of</strong> the Course is now being followed at the AlbertAgricultural College, Glasnevin, Dublin. The sixteen students begantheir work in this College on October, <strong>1936</strong>, <strong>and</strong> will continue thereuntil the end <strong>of</strong> July, 1937. The students attend daily for six hours.The curriculum is highly specialised on rural lines <strong>and</strong> includes Agriculture,Agricultural Chemistry, Agricultural Botany, AgriculturalZoology, Agricultural Bacteriology, Agricultural Economics, PlantBreeding, Plant Pathology, Soil Science, Animal Nutrition, Horticulture,Surveying <strong>and</strong> Farm Accountancy. At the conclusion <strong>of</strong> theCourse a suitable examination will be held to determine the status tobe given to the c<strong>and</strong>idates as teachers <strong>of</strong> Rural Science in VocationalSchools.Manual Instruction Teachers.The Course for the training <strong>of</strong> teachers <strong>of</strong> Woodwork was held inthe Metropolitan School <strong>of</strong> Art, Kildare Street, Dublin, from October,<strong>1935</strong>, to July, <strong>1936</strong>, inclusive. The nineteen successful c<strong>and</strong>idatesreceived an intensive training in Carpentry <strong>and</strong> Joinery, Cabinet-Making, Furniture Design, Drawing <strong>and</strong> Irish. In March, <strong>1936</strong>, thisgroup took an active part in the Scientific <strong>and</strong> Technical Exhibitionorganised by the Royal Dublin Society. The display <strong>of</strong> Cottagefurniture designed by Mr. J. J. O'Connor, <strong>and</strong> made by the teacherstudents,gave rise to much interest <strong>and</strong> favourable comment. Atthe <strong>Department</strong>'s Technical School Examinations three <strong>of</strong> the JuniorPrizes, three <strong>of</strong> the Intermediate Prizes, <strong>and</strong> two <strong>of</strong> the Senior Prizeswere secured by students <strong>of</strong> this course. At the final examination,held at the termination <strong>of</strong> the Course, 14 c<strong>and</strong>idates were awardedthe Preliminary Certificate <strong>and</strong> 5 c<strong>and</strong>idates the Ordinary Certificatein Manual Instruction (Woodwork); 9 were successful in obtainingthe Ceard-Teastas Gaedhilge. All are now engaged in teaching underVocational <strong>Education</strong> Committees.In view <strong>of</strong> the still increasing dem<strong>and</strong> for teachers <strong>of</strong> ManualInstruction, the <strong>Department</strong> decided to start another course inFebruary, 1937, to which 20 c<strong>and</strong>idates were admitted. The largerrange <strong>of</strong> work which such teachers are now called upon to undertake,as a result <strong>of</strong> the expansion <strong>of</strong> Vocational <strong>Education</strong>, has made itevident that a more extensive course <strong>of</strong> training is required. Thenew course will consequently extend over 18 months instead <strong>of</strong> 9months as heret<strong>of</strong>ore. It is also intended that the months <strong>of</strong>July <strong>and</strong> <strong>of</strong> August, 1937, will be spent by these students in theGaeltacht under expert supervision so that they may continue theirtechnical work <strong>and</strong> improve their knowledge <strong>of</strong> Irish..H
