- From another point of view, we are aware of the fact that due to Globalization, thecooperation in Tourism which is known from the 60´s – 70´s of the former Century,and which was focused on the Local and Regional Associations of Tourism, using thecommon advertisig, taking part in the fairs and exhibitions, or founding InformationCenters, has to be replaced by higher-level of cooperation, the goal of which is toacquire new kinds of guests. It also requires the founding a Destination ManagementOrganization, which will be not only a common marketing institution, but alsoManagement Headquarter for a Destination. Because, in such central institution, dueto the common sources of funds and active cooperation, new Know-how, Strategies,and Management skills will be accummulated, which are not normally available forthe individual SMEs companies because of their Size.Law for the Support of Tourism has also brought the Organizations for DestinationManagement in Slovakia at the Turn of the Year 2011/2012. So, the Public and Privat Sectoris cooperating within the frame of PPP Partnership in the Regional Tourism OrganizationsOOCR). Each of them is performing its particular tasks. Accommodation Institutions, Caterers, Centers of Tourism, Follow-up ServiceProviders, Travellerś Guides, Transport Companies (Rails, Bus Operators, Airport,Air-Transport Companies...)Tourism Development should be cofinanced by all enterpreneurs that are deriving profit fromTourism – either directly or indirectly. The goal of the enterpreneurs, when taking decision onan Organization, should be a fact, whether this would able to progress and have a necessary„Business Drive“ as they are actively interested in the performance results of thisOrganization. At the same time, they should check on this Organization in order to dispose ofthe necessary Know-How in the field of modern Tourism and its performance has to beprofessional and effective.Public Sector generates mainly Environment for Service Delivery by Business Sector, as wellas that for Business and Tourism Development. It is responsible for a part of services that aresupplied to the participants of Tourism, e. g. parking places, Taxi services, local masstransportation, free time activities, Tourist Information Offices. At the same time, it isresponsible for communal services that form the Quality of Environment for Traveling ofTourists, such as – information marking, cleanness and orderliness of a village, maintenanceof walking routes, cycle routes etc.The goal of Public Sector, when taking decisions within the frame of the Organization, shouldbe the check of adequacy and universality of a territory, development of culture attributes ofdestination, assistance to Organization, when applying for Grants, looking for Investors in theapproved business planns, etc.Public Sector does not dispose of Tourism Supply, or only of a minimum one, or if so (e.g.swimming pools, museums, etc.), it does not use the business possibilities due to the nonprofitcharacter of its activities, as far as it would be possible. The Business Sector could be helpfulto the Public One in this sense as Advisory Service.The Regional Tourism Organization is very often and mistakenly regarded as a Municipal orSelf-governing Body. The above mentioned PPP Partnership Principle included in the Law,eliminates this implication by itself.56
Current situation in the selected indicators in the existing Regional Tourism Organizations(OOCR) is as follows:Membership number / Constituent members number:• From 3 (it is a minimum condition to abide the letter of Law – 1 village, 2 BusinessBodies) to several tens of members (traditional tourism destinations, initial touristclusters, Capital City of Bratislava ...)• Law in the field of the right to vote has influenced the number of constituent members– „Each member has 1 vote“ (regardless of the amount of contribution fee)Membership Structure:• Different by Branches – Mix of typical Companies of Tourism (AccomodationInstitutions, Water Parks, Ski-Parks, Museums ...) including the companies that are outof the Branch (e.g. Archbishopric, Event Organizer, Casino) + Self-govenment• Reason for Membership in the Organitation was often different, as well as theexpected activities and results of Performance of the Organization• Often, an Absence of destination principle of territory (absence of awareness of thenew establishing tourist destinations as competitive units), and absence of knowledgeabout the basic principles of Destination Management as wellNow – after 6 – 9 months of the OOCR operation:• Internal Relatioships are profiling, they are more transparent• Period of Budgets Planning for the year 2013• Task which is being solved: New Member AcquisitionWe suggest to focus mainly on the following companies (bodies) in the process of recruiting:– new partners from the next branches:2. The most attractive touristic magnets, destinations, /Ski-parks, Water Parks,Swimming pools, Spas, Castles, Monuments, Caves, Open-air Museums, Museums/3. „Branded“ and/or „High-Quality“ products in a DestinationSpecialised Gallery, Awardees of important awards, sought (desired) „Brands“ ...5. Accommodation Facilities6. Other attractions that are important from this point of view, out of the Tourist Branch,such as Winemakers, Traditional Handicrafts etc.6. Organizers of Events of over-regional importance, e.g. thematic routes, wine routes,historical events, etc.7. Villages with official declaration of the numbers of overnight stays in theiraccommodation facilitiesWe suggest pursuant to our practical experience, as follows:Beware of:• the Members that abuse this partnership for single benefits (this kind of interestedpersons is not focused on the long-term development of tourist destination, they expectbenefits immediately)• the Destructive Critics of the Organization (this kind of interested person is taking upthe time and consuming energy of the Executive Board and members uselessly). And,in the contrary, focus on the active supporters and promoters of the long-term vision ofdestination movement, because they „want“ to cooperate)• the Illegal „Black“ Providers of accommodation (the OOCR can reject this kind ofinterested person)57
