(Ord. 2005FC-2 § 2 (part), 2005)16.08.110<strong>County</strong> Engineer."<strong>County</strong> Engineer" means an <strong>of</strong>ficial <strong>of</strong> <strong>Pima</strong> <strong>County</strong> whose duties are set forth in A.R.S.Section 11-562 and 48-3603. The <strong>County</strong> Engineer is also <strong>the</strong> director <strong>of</strong> <strong>the</strong> <strong>Pima</strong> <strong>County</strong>Department <strong>of</strong> Transportation. (Ord. 2005 FC-2 § 2 (part), 2005; Ord. 1999 FC-1 § 1 (part),1999; Ord. 1988 FC-2 Art. 4 (part), 1988)16.08.120Critical drainage basin."Critical drainage basin" means a drainage basin or watershed that contains flood water channels,natural or manmade, and/or flood control structures that cannot convey existing run<strong>of</strong>f during abase flood produced by <strong>the</strong> basin or watershed, and which has a documented history <strong>of</strong> severehazards. (Ord. 1999 FC-1 § 1 (part), 1999; Ord. 1988 FC-2 Art. 4 (part), 1988)16.08.130Critical or balanced drainage basin management plan."Critical or balanced drainage basin management plan" means a site-specific plan for a balancedor critical basin or watershed which has been prepared for and approved by <strong>Pima</strong> <strong>County</strong>, andprovides a conceptual plan for orderly development <strong>of</strong> flood control, floodplain management,and associated erosion hazard-control measures that may be necessary as a result <strong>of</strong> urbanizationwithin <strong>the</strong> basin or watershed. (Ord. 2005 FC-2 § 2 (part), 2005; Ord. 1999 FC-1 § 1 (part),1999; Ord. 1988 FC-2 Art. 4 (part), 1988)16.08.140Cumulative substantial damage."Cumulative substantial damage" means <strong>the</strong> total cost <strong>of</strong> all repairs to a repetitive loss structurethat has incurred repetitive loss or damage in order to determine <strong>the</strong> applicability <strong>of</strong> <strong>the</strong>substantial improvement provisions <strong>of</strong> this Title. When <strong>the</strong> total cost <strong>of</strong> all repairs to <strong>the</strong>repetitive loss structure equals or exceeds <strong>the</strong> 50% substantial improvement threshold, <strong>the</strong>structure must be brought into compliance. shall not cumulatively increase <strong>the</strong> market value <strong>of</strong><strong>the</strong> structure more than 49 percent <strong>of</strong> <strong>the</strong> market value during <strong>the</strong> life <strong>of</strong> <strong>the</strong> structure. This termdoes not, however, include ei<strong>the</strong>r:A. Any project for improvement <strong>of</strong> a structure to correct existing violations <strong>of</strong> state or localhealth, sanitary or safety code specifications which have been identified by <strong>the</strong> local codeenforcement <strong>of</strong>ficial and which are <strong>the</strong> minimum necessary to assure safe living conditions; orB. Any repair <strong>of</strong> flood damage to an "historic structure," provided <strong>the</strong> repair will not preclude <strong>the</strong>structure's continued designation as an "historic structure."
