For May 4, 2010 BOS HearingTHIS THE CLERK OF THE BOARD FORMAT!!!manufactured homes and additions to manufactured homes located within a regulatory floodplainor SFHA shall be anchored to resist flotation, collapse, or lateral movement by one <strong>of</strong> <strong>the</strong>following methods:A. Floatation: Elevate bottom <strong>of</strong> structural frame, and lowest point <strong>of</strong> all service equipment,above RFE and <strong>the</strong>refore remove all hydrostatic and hydrodynamic loads from <strong>the</strong> MH.B. Collapse: Proportion <strong>the</strong> foundation footer area to resist vertical dead and live loads <strong>of</strong> MHbased on allowable soil bearing pressure, as required by Office <strong>of</strong> Manufactured Housing underA. R. S. Title 41, Chapter 16, Article 2; extend foundation footers to maximum anticipated scourdepth below grade; design all foundation elements to resist lateral hydrostatic and hydrodynamicloads on <strong>the</strong> foundation.C. Lateral movement: Design soil anchors or individual foundation members to transfer lateralwind loads on MH to <strong>the</strong> soil, as required by Office <strong>of</strong> Manufactured Housing under A. R. S.Title 41, Chapter 16, Article 2. Lateral wind loads are to be assumed to come from anydirection.A. By providing an anchoring system designed to withstand horizontal forces <strong>of</strong> 25 pounds persquare foot and uplift forces <strong>of</strong> 15 pounds per square foot; orB. By providing over-<strong>the</strong>-top and frame ties to ground anchors. Specifically:1. Over-<strong>the</strong>-top ties shall be provided at each <strong>of</strong> <strong>the</strong> four corners <strong>of</strong> <strong>the</strong> manufactured home with2 additional ties per side at intermediate locations, except that manufactured homes less than 50feet long require only one additional tie per side; and2. Frame ties be provided at each corner <strong>of</strong> <strong>the</strong> home with 5 additional ties per side atintermediate points, except that manufactured homes less than 50 feet long require only fouradditional ties per side, and3. All components <strong>of</strong> <strong>the</strong> anchoring system be capable <strong>of</strong> carrying a force <strong>of</strong> 4,800 pounds. For manufactured homes located in a regulatory floodplain or erosion hazard area on orbefore August 3, 1984, replacement <strong>of</strong> <strong>the</strong> manufactured home will be allowed if:1. The manufactured home to be replaced was not damaged by a flood to more than 50% <strong>of</strong> itsvalue before <strong>the</strong> flood, and2. The replacement manufactured home is elevated so that <strong>the</strong> bottom <strong>of</strong> <strong>the</strong> structural frame and<strong>the</strong> lowest point <strong>of</strong> any attached appliances or service facilities are at or above <strong>the</strong> regulatoryflood elevation.Where any <strong>of</strong> <strong>the</strong> following:AB. For new Mmanufactured homes, not placed in manufactured home parks or subdivisions;B. Nnew manufactured home parks or subdivisions,;C. Eexpansions to existing manufactured home parks or subdivisions,; andD. Rrepairs, reconstruction, or improvements to existing manufactured homes, parks orsubdivisions that equal or exceed 50 percent <strong>of</strong> <strong>the</strong> value <strong>of</strong> <strong>the</strong> streets, utilities, and pads before<strong>the</strong> repairs, reconstruction or improvements commenced; are located within a regulatoryfloodplain or erosion hazard area, <strong>the</strong> following standards shall apply:55
