Purpose: This chapter provides for:1. The orderly administration <strong>of</strong> regulations and provisions <strong>of</strong> this title;2. The process for applying <strong>the</strong> provisions <strong>of</strong> this title to individual floodplain development oruses prior to <strong>the</strong> initiation <strong>of</strong> such development or uses. The evaluation <strong>of</strong> any proposeddevelopment or uses shall be provided by <strong>County</strong> staff for conformance with this title;3. The administrative appeal process to <strong>the</strong> Chief Engineer to request a technical interpretation orwaiver from technical standards and guidance manuals; and4. A variance process to request relief from provisions <strong>of</strong> this title from <strong>the</strong> Board; and5. The enforcement <strong>of</strong> this title, subsequent to <strong>the</strong> development or use <strong>of</strong> property, if voluntarycorrection <strong>of</strong> a violation is not successful.B. Scope:1. The Administration Section describes <strong>the</strong> method by which permits, appeals, variances andenforcement are processed to meet <strong>the</strong> provisions <strong>of</strong> this title.2. The Compliance Section describes <strong>the</strong> methods by which <strong>the</strong> provisions <strong>of</strong> this title are metwhen a particular use <strong>of</strong> a property is intended.3. The Enforcement Section describes <strong>the</strong> actions taken by <strong>the</strong> <strong>County</strong> if users <strong>of</strong> property do notfollow <strong>the</strong> prescribed methods. (Ord. 2010 FC1, Ord. 2005 FC-2 § 2 (part), 2005)16.54.020Administration.A. The Floodplain Administrator, as designated by <strong>the</strong> Chief Engineer, is responsibleforauthorized to:1. Conduct tThe general day-to-day operation and process by which permits are issued;2. Investigate complaints <strong>of</strong> suspected violations in accordance with Chapter 16.64, and32. Enforce Federal and state floodplain management administrative requirements forcompliance with <strong>the</strong> NFIP including record keeping and reporting. Duties <strong>of</strong> <strong>the</strong> FloodplainAdministrator may include, but are not limited to:a. Review all development permits to determine that <strong>the</strong> permit requirements <strong>of</strong> this <strong>ordinance</strong>have been satisfied.b. Obtain and maintain required records for public inspection and make available <strong>the</strong> followingas required in Chapter 16.20:1i. The certified regulatory flood elevation required in Chapter 16.20;2. The Zone AO certification required in Chapter 16.20;ii3.
