(Ord. 2005 FC-2 § 2 (part),2005)16.08.3210Floodplain management."Floodplain management" means <strong>the</strong> operation <strong>of</strong> an integrated natural resource managementprogram, encompassing corrective and preventive measures for reducing flood and erosiondamage. Floodplain management includes, but is not limited to, emergency preparednessplanning, flood control works and floodplain management regulations. (Ord. 1999 FC-1 § 1(part) 999; Ord. 1988 FC-2 Art. 4 (part), 1988)16.08.3320Floodplain management regulations."Floodplain management regulations" means <strong>the</strong> codes, <strong>ordinance</strong>s and o<strong>the</strong>r regulations relatingto <strong>the</strong> use <strong>of</strong> land and construction within <strong>the</strong> regulatory floodplain, including zoning <strong>ordinance</strong>s,subdivision regulations, building codes, housing codes, setback requirements, open arearegulations and similar methods <strong>of</strong> control affecting <strong>the</strong> use and development <strong>of</strong> <strong>the</strong>se areas.(Ord. 1999 FC-1 § 1 (part), 1999; Ord. 1988 FC-2 Art. 4 (part), 1988)16.08.3430Floodplain use permit."Floodplain use permit" means an <strong>of</strong>ficial document that authorizes specific activity within aregulatory floodplain, including riparian habitat, or erosion hazard area. (Ord. 2010 FC-1; Ord.2005 FC-2 § 2 (part), 2005; Ord. 1999 FC-1 § 1 (part), 1999; Ord. 1988 FC-2 Art. 4 (part), 1988)16.08.3540Flood pro<strong>of</strong>ing."Flood pro<strong>of</strong>ing" means provisions, changes or adjustments primarily for <strong>the</strong> purpose <strong>of</strong>reducing or eliminating flood damages to property and improvements subject to flooding. (Ord.1999 FC-1 § 1 (part), 1999; Ord. 1988 FC-2 Art. 4 (part), 1988)16.08.3650Floodway area."Floodway area" means that portion <strong>of</strong> <strong>the</strong> floodplain which must be preserved in order tomaintain <strong>the</strong> flood carrying capacity <strong>of</strong> <strong>the</strong> base flood. <strong>the</strong> area <strong>of</strong> a river or watercourse and <strong>the</strong>adjacent land areas that are necessary in order to convey <strong>the</strong> regulatory flood, withoutcumulatively increasing <strong>the</strong> water-surface elevation more than 1 foot above <strong>the</strong> regulatory floodelevation under normal flow conditions. Floodways areas regulated by this title include:A. Federal floodway areas as delineated by FEMA;.B. Administrative floodways for major watercourses with a 100-yearbase flood peak discharge<strong>of</strong> 2,000 cfs or more as determined by <strong>the</strong> Chief Engineer through engineering analyses usingADWR standards or o<strong>the</strong>r applicable engineering methodsmethod.1. Administrative floodway areas include <strong>the</strong> primary channel <strong>of</strong> <strong>the</strong> watercourse and anyadjacent land areas that are necessary to convey <strong>the</strong> base flood without cumulatively increasing15
