Through <strong>the</strong> flood insuranceprogram, <strong>the</strong> federal government defines flood hazards and zones and publishes <strong>the</strong> informationon Flood Insurance Rate Maps (FIRMs). This program is administered by FEMA. (Ord. 2005FC-2 § 2 (part), 2005)16.08.2760Flood Control District Advisory Committee."Flood Control District Advisory Committee" means <strong>the</strong> technical committee established byresolution <strong>of</strong> <strong>the</strong> Board, to act as an advisory committee to <strong>the</strong> Board on technical floodplainmanagement and District issues. (Ord. 2005 FC-2 § 2 (part), 2005)16.08.2870Flood Insurance Study."Flood Insurance Study" means an engineering study conducted through FEMA to identifycertain flood hazard areas in an engineering study. For <strong>Pima</strong> <strong>County</strong>, <strong>the</strong> flood insurance study isa report entitled, "The Flood Insurance Study for <strong>the</strong> Unincorporated Areas <strong>of</strong> <strong>Pima</strong> <strong>County</strong>,Arizona," dated February 15, 1983, with accompanying FIRMs and flood boundary andfloodway maps. This flood insurance study includes its accompanying maps along with allsubsequent amendments by <strong>the</strong> federal government to <strong>the</strong> flood insurance study. (Ord. 2005-FC2§ 2 (part), 2005)16.08.2980Flood or floodwaters."Flood" or "flood water" means a temporary rise in water level including groundwater oroverflow <strong>of</strong> water onto lands not normally covered by water. (Ord. 1999 FC-1 § 1 (part), 1999;Ord. 1988 FC-2 Art. 4 (part), 1988)16.08.30290Floodplain."Floodplain" means any areas within a watercourse which have been or may be covered partiallyor wholly by flood waters from <strong>the</strong> 100-yearbase flood including land that have been, or may be,subject to flooding from storm water run<strong>of</strong>f, overflow <strong>of</strong> flood waters from a watercourse,alluvial fans, sheet flood zones, or o<strong>the</strong>r property subject to flooding. The floodplain includes <strong>the</strong>stream channel, <strong>the</strong> floodway, and <strong>the</strong> floodway fringe area. Floodplain management includes, but is not limited to, emergency preparednessplanning, flood control works and floodplain management regulations. (Ord.1999 FC-1 § 1 (part), 1999; Ord. 1988 FC-2 Art. 4 (part), 1988)16.08.3650Floodway area."Floodway area" means that portion <strong>of</strong> <strong>the</strong> floodplain which must be preserved in order tomaintain <strong>the</strong> flood carrying capacity <strong>of</strong> <strong>the</strong> base flood. <strong>the</strong> area <strong>of</strong> a river or watercourse and <strong>the</strong>adjacent land areas that are necessary in order to convey <strong>the</strong> regulatory flood, withoutcumulatively increasing <strong>the</strong> water-surface elevation more than 1 foot above <strong>the</strong> regulatory floodelevation under normal flow conditions. Floodways areas regulated by this title include:A. Federal floodway areas as delineated by FEMA;.B. Administrative floodways for major watercourses with a 100-yearbase flood peak discharge<strong>of</strong> 2,000 cfs or more as determined by <strong>the</strong> Chief Engineer through engineering analyses usingADWR standards or o<strong>the</strong>r applicable engineering methodsmethod.1.
