From <strong>the</strong> effective date <strong>of</strong> this <strong>ordinance</strong> codified in this title, it shall be unlawful to place amanufactured home, install utility improvements to place a manufactured home, or makesubstantial improvements to existing manufactured homes within a regulatory floodplain, asdescribed in Cchapters 16.08, 16.24 and 16.26 <strong>of</strong> this title, or within erosion hazard areas, asdescribed in Chapter 16. 28 <strong>of</strong> this title, for more than 180 consecutive days without firstapplying for and obtaining a floodplain use permit from <strong>the</strong> Chief Engineer, and <strong>the</strong>reaftercomplying with each and every written term <strong>of</strong> <strong>the</strong> permit, as well as with state regulations formanufactured homes as established by <strong>the</strong> Office <strong>of</strong> Manufactured Housing under A. R. S. Title41, Chapter 16, Article 2.B. In addition to <strong>the</strong> provisions <strong>of</strong> this chapter, manufactured homes, recreational vehicles, andtravel trailers shall comply with all applicable provisions in chapters 16.20, 16.24, 16.26, 16.28,and 16.30 <strong>of</strong> this title.BC. Exemptions:1. No such floodplain use permit shall be required for any repairs or alterations to existingmanufactured homes for which <strong>the</strong> value <strong>of</strong> <strong>the</strong> materials and labor <strong>the</strong>reon does not exceed$7,500, except for those improvements that obstruct <strong>the</strong> flow <strong>of</strong> flood waters. For <strong>the</strong> purpose <strong>of</strong>determining <strong>the</strong> value <strong>of</strong> any such repairs or alterations, <strong>the</strong> normal retail value <strong>of</strong> materials and<strong>the</strong> reasonable value <strong>of</strong> labor performed shall be used. Although no floodplain use permit isrequired, all o<strong>the</strong>r provisions <strong>of</strong> this title shall be observed in <strong>the</strong> performance <strong>of</strong> said repairs oralterations. Repairs or alterations shall not be done in a piecemeal fashion for <strong>the</strong> purpose <strong>of</strong>avoiding applying for a permit when <strong>the</strong> total cost <strong>of</strong> said work is in excess <strong>of</strong> $7,500.2. Temporary placement <strong>of</strong> a manufactured home, recreational vehicle or travel trailer without autility hook up for fewer than 180 consecutive days. , and3. Recreational vehicles that are on site for fewer than 180 consecutive days, and or those thatare fully licensed and ready for highway use. A recreational vehicle is ready for highway use if itis on its wheels or jacking system, is attached to <strong>the</strong> site only by quick disconnect type utilitiesand security devices, and has no permanently attached additions.
