The storage and/or processing <strong>of</strong> materials that are buoyant, flammable, explosive, hazardous,or that could be injurious to human, animal, or plant life in times <strong>of</strong> flooding is prohibited.B. Storage <strong>of</strong> o<strong>the</strong>r material or equipment may be allowed if it is not subject to major damage byfloods and is firmly anchored to prevent flotation or is readily removable from <strong>the</strong> area within<strong>the</strong> limited time available after flood warning. Water supply, water treatment, and sewage collection and disposal systems built in aregulatory floodplain or erosion hazard area shall be designed to prevent or minimize infiltration<strong>of</strong> flood waters into <strong>the</strong>se systems and to prevent <strong>the</strong> discharge <strong>of</strong> materials from <strong>the</strong>se systemsinto flood waters.B. On-site sanitary waste disposal systems shall be located or designed to avoid impairment to<strong>the</strong>m or contamination from <strong>the</strong>m during flooding.C. O<strong>the</strong>r utilities, such as gas pipelines, fuel pipelines, and non-potable waterlines shall bedesigned and constructed to ensure <strong>the</strong>y are not impaired during <strong>the</strong> base flood, including <strong>the</strong>potential for long term scour. All provisions <strong>of</strong>this title shall apply to such activities. No uses shall be permitted which <strong>the</strong> Chief Engineerdetermines would adversely affect <strong>the</strong> function <strong>of</strong> <strong>the</strong> public right-<strong>of</strong>-way, floodplain, or riparianhabitat. Any property ownerapplicant requesting an appeal <strong>of</strong> a written decisionfinding ortechnical interpretation <strong>of</strong> <strong>the</strong> Chief Engineer regarding <strong>the</strong> conditions <strong>of</strong> or denial <strong>of</strong> a permit orto delineate a floodplain may appeal to <strong>the</strong> Board as provided for in Chapter 16.56 <strong>of</strong> this title.B. Variance. Any property owner requesting a variance shall request a variance <strong>of</strong> <strong>the</strong> Boardthrough <strong>the</strong> Chief Engineer as provided for in Chapter 16.56 <strong>of</strong> this title.
