Manufactured home construction, installment standards, andplacement within floodplains are regulated under A.R.S. in Title 41, Chapter 21, Article 2, Office<strong>of</strong> Manufactured Housing. For floodplain management purposes, <strong>the</strong> term manufactured homealso includes mobile homes, park trailers, travel trailers, recreational vehicles, and o<strong>the</strong>r similarvehicles placed on a site for more than 180 consecutive days. The cost <strong>of</strong> replacement <strong>of</strong> <strong>the</strong> structure shall be based on a squarefoot cost factor determined by reference to a building cost estimating guide recognized by <strong>the</strong>building construction industry. The amount <strong>of</strong> depreciation shall be determined by taking intoaccount <strong>the</strong> age and physical deterioration <strong>of</strong> <strong>the</strong> structure and functional obsolescence asapproved by <strong>the</strong> floodplain administrator, but shall not include economic or o<strong>the</strong>r forms <strong>of</strong>external obsolescence. Plant communities may be dominated byspecies that are also found in drier habitats (e.g., mesquite), but contain some preferentialriparian plant species such as ash or netleaf hackberry. (Ord. 2005 FC-2 § 2 (part), 2005)16.08.5210Mining reclamation plan."Mining reclamation plan" means a plan for sand and gravel operations that defines hydrologicand hydraulic constraints; outlines methods <strong>of</strong> extraction, operation and site development; andprovides procedures for <strong>final</strong> site reclamation pursuant to <strong>the</strong> Arizona Aggregate Mined LandReclamation Act in Title 27 <strong>of</strong> <strong>the</strong> Arizona Revised Statutes (A.R.S. §27-1201, et seq.).
