Yet it is at suchtimes that the system often breaks down, beingunable to cope <strong>with</strong> the magnitude of thedemand. Internal conflicts or war may destroyhospitals and clinics, while power shortage oftendisrupt their work and can ruin medical stocksthat require refrigeration, including blood.
