However, the recent dramatic downturn inthe oil prices has revealed that there is a need foran economy in which oil revenues are turned intoan industry, instead of an oil-based economy. Azerbaycan,İran, Kazakistan, Özbekistan, Rusyave Türkmenistan’ın dâhil olduğugeniş <strong>Hazar</strong> Havzası, dünyadaki kanıtlanmışpetrol rezervlerinin yaklaşık %18’ine, doğalgazın ise %47’sine sahip. 1 Petrol fiyatlarının2000’li yıllarda hızla artması ile birlikte tümpetrol zengini ülkelerde olduğu gibi <strong>Hazar</strong>Havzası ülkelerinde de petrol ihracatındanelde edilen gelir arttı; bu da söz konusu ülkelerinhızlı bir ekonomik gelişme sürecinegirmesini sağladı. Ancak, petrol fiyatları2008 yılı Temmuz ayında 143,95 dolar iletarihsel zirvesine çıktıktan sonra küreselfinansal krizin etkisiyle aynı yılın sonunda34,16 dolara kadar geriledi. Petrol fiyatlarındakidüşüş, başlıca ihraç ürünleri hidrokarbonve türevleri olan ülkelerin ekonomilerinide ciddi oranda etkiledi. 2009 yılında Rusyaekonomisi reel olarak %7,8 oranında küçülürken,Kazakistan %1,2; Türkmenistan %6,1;Özbekistan %8,1; Azerbaycan ise %9,3 oranındabüyüme gösterdi. 2 Kazakistan ulusalpara birimi %22,6; Rus para birimi ise %27,7oranında değer kaybetti. Petrol fiyatlarının2009 yılından itibaren yeniden yükselmeyebaşlaması sonucunda bu ülkelerin ekonomiside kısa sürede toparlandı.ZENGIN HIDROKARBON YATAKLARININGELIŞTIRILMESI DOĞAL SINIRINAULAŞINCA NE OLACAK?Petrol fiyatlarının tekrar yükselmeyebaşlamasına karşın, başlıca sanayi ve ihraçürünü petrol ve doğal gaz olan <strong>Hazar</strong>Havzası ülkeleri, petrol fiyatlarının tekraryükselmeye başladığı 2010 sonrasında bile2000’li yıllardaki büyüme rakamlarını birdaha yakalayamadı. 2014 yılının Haziranayından itibaren uluslararası petrol fiyatlarındatekrar bir düşüş yaşandı. Brent petrolfiyatı, Haziran ayındaki ortalama 112 dolarlıkdüzeyinden <strong>2015</strong> yılı Ocak ayında 45,13dolara kadar düştü. Ana sanayi ve ihraçürünlerinin fiyatındaki bu düşüşün <strong>Hazar</strong>Havzası ülkelerinin ekonomik büyüme performansınıolumsuz etkilemesi kaçınılmazgörünüyor. Zira IMF’nin tahminlerine göre,Rusya ekonomisin <strong>2015</strong> yılında %3,8 oranındaküçülmesi, Azerbaycan ve Kazakistan’ınise, sırasıyla %0,6 ve %2 oranında büyümesiCaspian countries own ample oil andnatural gas reserves. The broaderCaspian Region, hosting Azerbaijan,Iran, Kazakhstan, Uzbekistan, Russiaand Turkmenistan, has 18% of the provenoil reserves and 47% of the proven naturalgas reserves in the world. 1 Along with therapid increase in oil prices during the 2000s,the income obtained from oil exports bythe Caspian Region countries elevated asin all oil-rich countries, which in turn ledthese countries to enter into the process ofrapid economic growth. Yet, after oil pricesreached an all-time peak at 143.95 USD inJuly 2008, they dropped down to 34.16 USDdue to the global financial crisis at the endof the same year. Decline in oil prices tookquite a toll on economies where main exportproducts were composed of hydrocarbonsand its variations. While the Russianeconomy shrunk by 7.8%, the economiesof Kazakhstan, Turkmenistan, Uzbekistanand Azerbaijan grew by 1.2%, 6.1%, 8.1%and 9.3% respectively. 2 The national currencyof Kazakhstan depreciated by 22.6%and Russian national currency depreciatedby 27.7%. When oil prices started to rise in2009, economies of these countries recoveredin a short period of time.WHAT WILL HAPPEN WHEN THEDEVELOPMENT OF RICH HYDROCARBONDEPOSITS REACHES ITS NATURALBOUNDARIES?Despite the augmentation in oil pricesin 2010, the Caspian Region countries,where main industrial and exportproducts were oil and natural gas,failed to reach the growth figures ofthe 2000s. International oil pricesdecreased once again in June 2014.While Brent oil was 112 USD in June,it decreased to 45.13 USD in January<strong>2015</strong>. It seems inevitable that the economicgrowth of Caspian countrieswill be negatively affected by thedwindling prices of key industrialand export products.
