HAZAR ÜLKELERİNDE PETROL DIŞI SANAYİ / NON-OIL INDUSTRIES IN CASPIAN COUNTRIESteşviklerin verilmesi ve uygun iş ortamınınoluşturulması önem arz ediyor.Gelişmiş ülkeler, büyük ölçekli yatırımlariçin doğrudan yatırım hibesi, faiz desteği,işgücü maliyetlerinin bir kısmının doğrudandevlet tarafından karşılanması, 10yıla kadar vergiden muafiyet gibi çeşitliteşvikler tanıyor. <strong>Hazar</strong> Havzası ülkeleride buna benzer, hatta daha çekici teşviklerile petrol dışı sanayilerine büyük ölçekliyatırımların gelmesini sağlayabilir. Ayrıcaistihdamın lokomotifi olan küçük ve ortaölçekli işletmeler de desteklenmeli vebunların maruz kaldığı riskler azaltılmalı,maliyetler düşürülmelidir.Devlet, petrol dışı sanayi yatırımlarınıteşvik ederken, aynı zamanda, hem kırsalhem de kentsel altyapının geliştirilmesiiçin gerekli yatırımları yapmalı ve böylece,sanayi ve tarımsal yatırımların maliyetinidüşürerek verimliliklerini artırmalıdır.Kamunun yaptığı altyapı yatırımlarının sanayiyatırımlarının verimliliğini ciddi orandaartırdığı bilinen bir gerçek. Dolayısıyla,devlet sanayi ve tarımın gelişebilmesi içingereken altyapıyı oluşturmalıdır.Ekonominin uzun vadeli ve sağlıklı birşekilde büyüyebilmesi için beşeri sermayede fiziki sermaye kadar, hatta ondan dahaönemli. In addition to the large-scaleindustrial investments, small- and medium-sizedenterprises, as the driver of theemployment, need to be supported; therisks they are exposed to and their costsmust be decreased.The government must make necessaryinvestments to improve rural and urbaninfrastructure while promoting the incentivesfor the non-oil industries. Thus, itmust increase efficiency by reducing thecost of industrial and agricultural investments.It is known that infrastructure investmentsof the government substantiallyincrease the efficiency of industrial investments.Therefore, the government mustcreate the environment required for thedevelopment of industry and agriculture.For a long-term and healthy economicgrowth, human capital is crucial evenmore than physical capital.
