Bid Document for Selection <strong>of</strong> Enrolment Agencies for Bhilwara & Nagaur for RUID Project4. SCOPE OF WORK, DELIVERABLES & TIMELINES1) Details <strong>of</strong> work (SoW)The scope <strong>of</strong> work <strong>of</strong> the enrolment agency is defined broadly on two parameters.A. Functional ScopeThe functional scope <strong>of</strong> this engagement shall include all the steps from setting up anenrolment station/center for enrolment <strong>of</strong> all residents <strong>of</strong> District or area allocated for theUID Enrolment Project up to providing requisite MIS reports to District Registrar, Registrarand UIDAI on enrolments completed on a daily basis till the duration <strong>of</strong> the project. TheEnrolling Agency shall also be responsible for delivering additional services as required bythe Registrar through this bid document.i. Procure Biometric Devices as per UIDAI Specifications: The enrolment agencyshould procure camera and biometric devices (for fingerprint and iris capture), usedfor capture <strong>of</strong> biometric data at the enrolling station, which conform to latest UIDAIspecifications and certified by UIDAI appointed agencies.ii. Setting up <strong>of</strong> Enrolment Stations and Enrolment Centre: The minimum number<strong>of</strong> Enrolment Stations that a Enrolment agency have to setup shall be as describedunder “special terms and conditions”.The work plan including enrolment plan, location <strong>of</strong> enrolment centre‟s andschedule for the enrolment centre shall be prepared by the Enrolment Agency andapproved by District Registrar. The exact location <strong>of</strong> enrolment centre, catchmentarea <strong>of</strong> the enrolment centre and number <strong>of</strong> enrolment stations per enrolmentcentre shall be decided by the District Registrar (from proposal/project schedulingplan presented by the EA) in consultation with the Enrolment Agency. There maybe more than one enrolment centre in a village to cater for large or dispersed (inhamlets) population.A permanent enrolment station in this context would mean an enrolment station(say at District/tehsil head quarter) that shall be available for entire duration <strong>of</strong>project at a fixed location. A stationary enrolment station in this context would meanan enrolment station that shall be available at a particular location like school,panchayat <strong>of</strong>fice etc. for a period required to complete enrolment <strong>of</strong> the populationin the catchment area assigned. A mobile enrolment station also be made availablein a tehsil (in last six months <strong>of</strong> the project period) in this context would mean anenrolment station housed in a mobile vehicle with facilities as defined in this sectionand shall move around in the catchment area (locality) assigned until the enrolment<strong>of</strong> the target population in the locality is completed.The process for setting up Enrolment centre, enrolment stations and the enrolmentprocess flow is detailed out in Annexure-4 at the end <strong>of</strong> this document.
