Assimilate best practices to balance management, employees, and taxpayers points<br />
<strong>of</strong> view in the creation <strong>of</strong> that environment.<br />
HUMAN RESOURCES<br />
Meetings continued with different employee groups to provide information about<br />
the possible health care plan changes for fiscal 2013 throughout the month. I<br />
attended several meetings <strong>of</strong> the Cape Cod Municipal Health Group Steering<br />
Committee and Board <strong>of</strong> Directors where the plan changes were approved to move<br />
to Group Insurance Commission type plans, and the fiscal 2013 rates for those plans<br />
were approved. The group was able to earmark significant funds to reduce premiums<br />
an average <strong>of</strong> 9.3% for fiscal 2013. With the setting <strong>of</strong> rates, the Insurance Advisory<br />
Committee (IAC) met and reviewed the proposed plan changes, cost savings analysis,<br />
and proposed mitigation plan. The IAC passed this information along to the Public<br />
Employee Committee (PEC) in order to begin the 30 day special bargaining period<br />
regarding the proposed mitigation plan. Contract negotiations continued with the<br />
<strong>Chatham</strong> Municipal Employees Association (CMEA), and were started with the<br />
<strong>Chatham</strong> Sergeants and Patrol Officers Union. Discussions continued regarding the<br />
proposed reorganization that was submitted with the fiscal 2013 budget. Recruiting<br />
activities continued for the Council on Aging Director and Shellfish Propagation<br />
Specialist/Assistant Shellfish Constable. There were no significant employee relations<br />
issues during the month <strong>of</strong> January.<br />
CHANNEL 18<br />
The Channel 18 staff have begun to capture footage from events that commemorate<br />
the 300 th anniversary <strong>of</strong> the <strong>Town</strong> <strong>of</strong> <strong>Chatham</strong>. These events are scheduled<br />
throughout the year. Additional changes were made to the small meeting room at<br />
the <strong>Town</strong> Hall Annex in order to make the self-service more user friendly, and ensure<br />
timely archiving <strong>of</strong> each meeting conducted in that facility. Monomoy Regional<br />
School Committee and the <strong>Chatham</strong> School Committee both held meetings utilizing<br />
<strong>Town</strong> <strong>of</strong> <strong>Chatham</strong> studio locations.<br />
COUNCIL ON AGING<br />
There were several changes to the monthly newsletter (Flash) this month. The<br />
calendar was modified to include all <strong>of</strong> the monthly programming on one page, and<br />
the COA Board <strong>of</strong> Directors President included a report. The search committee to<br />
replace the Council on Aging Director interviewed selected applicants. The monthly<br />
birthday parties continued, as well as all normal program <strong>of</strong>ferings scheduled for<br />
January.<br />
HUMAN SERVICES COMMITTEE<br />
The committee confirmed that the Pollock Scholarship for child care will not be<br />
available through Monomoy Community Services for fiscal 2013. With this, the<br />
committee has agreed to level fund all supported agencies with the exception <strong>of</strong> the<br />
<strong>Chatham</strong> Community Child Care Scholarship Program. The committee is requesting a<br />
$2500 increase for this line item to help mitigate some <strong>of</strong> the loss <strong>of</strong> the Pollock<br />
Scholarship.<br />
