minutes and has two central drop-off points on campus. Payment is added to a<br />

student’s bill ($40.00/semester).<br />

All University lots are open from 4:30 pm to 7:30 am, Monday through Friday, and all<br />

day Saturday and Sunday. Students with evening classes or labs may park on campus<br />

during those hours.<br />

There are two City lots within walking distance of the campus. Parking meters are an<br />

option, but have a two-hour maximum. Some private homes and businesses have<br />

parking available for students. Watch for signs or phone the businesses.<br />

It is the responsibility of the student to make timely application for on-campus parking<br />

and/or secure other parking accommodations.<br />

Off-Campus Students and Community Relations<br />

Some students of junior or senior class standing at the University will elect to move off<br />

campus. In doing so, they assume a particular set of responsibilities as they enter the<br />

larger community of Wilkes-Barre and its surrounding area.<br />

In a city community the lifestyle of neighbors will vary considerably. Wilkes is located in<br />

a residential area and respect for the property, privacy, and lifestyle of all the<br />

University’s neighbors is expected.<br />

It is suggested that all students living in non-university housing should be sure to sign a<br />

lease with the landlord. Renter’s insurance is highly recommended and may sometimes<br />

be available through a family’s homeowners policy. Immediately prior to moving in to<br />

an apartment or house, take photographs of each room and any problems that are<br />

visible. Make a list of those things that need repair and present it to the landlord before<br />

you move in. Keep a copy. This procedure is recommended for the protection of the<br />

renter.<br />

The University will not be responsible for the condition of non-university buildings or<br />

the actions of a landlord. Students are encouraged to see the Associate Dean of Student<br />

Affairs if serious problems arise or if the City of Wilkes-Barre needs to be involved.<br />

The University has established regulations for those living on campus based on safety<br />

and respect for others. It is essential, therefore, for students living off campus to create a<br />

positive climate of mutual respect for their neighbors. Certainly the foremost of these<br />

regulations is that students residing off campus must live in conformity with the laws of<br />

the Commonwealth of Pennsylvania and the City of Wilkes-Barre. Similarly, conduct by<br />

off-campus students or guests visiting their apartments cannot interfere with the<br />

reasonable expectations of neighbors.<br />

Off-campus students will, therefore, be expected to behave in such a manner that will<br />

afford their neighbors their rights as citizens and will promote positive<br />

neighbor/community/University relationships. Noise, littering, or other complaints<br />

referred to University Public Safety or the Associate Dean of Student Affairs or a<br />
