Even <strong>in</strong> the early stages <strong>of</strong> educational applications on the Web, Otto Peters was attracted<br />

to the new technology. In 1997, he engaged himself as part <strong>of</strong> a team <strong>of</strong> dist<strong>in</strong>guished<br />

experts <strong>in</strong> the development and the teach<strong>in</strong>g <strong>of</strong> the Virtual Sem<strong>in</strong>ar for Pr<strong>of</strong>essional<br />

Development <strong>in</strong> <strong>Distance</strong> <strong>Education</strong>, conducted by Ulrich Bernath and Eugene Rub<strong>in</strong>.<br />

His fasc<strong>in</strong>ation with this pioneer<strong>in</strong>g experiment resulted <strong>in</strong> his cont<strong>in</strong>u<strong>in</strong>g teach<strong>in</strong>g<br />

commitment <strong>in</strong> the onl<strong>in</strong>e <strong>Master</strong> <strong>of</strong> <strong>Distance</strong> <strong>Education</strong> (MDE) program. This program<br />

succeeded the virtual sem<strong>in</strong>ar and s<strong>in</strong>ce the beg<strong>in</strong>n<strong>in</strong>g <strong>of</strong> 2000 is jo<strong>in</strong>tly <strong>of</strong>fered by the<br />

University <strong>of</strong> Maryland University College and Carl von Ossietzky University <strong>of</strong><br />

Oldenburg. Otto Peters is a passionate faculty, tutor, moderator, and facilitator <strong>in</strong> the<br />

onl<strong>in</strong>e learn<strong>in</strong>g environment, demonstrat<strong>in</strong>g and practic<strong>in</strong>g approaches <strong>of</strong> how to make<br />

this new onl<strong>in</strong>e format <strong>of</strong> teach<strong>in</strong>g and learn<strong>in</strong>g a success for his students.<br />

The editors <strong>of</strong> the ASF Series are grateful to Otto Peters for mak<strong>in</strong>g his new scholarly<br />

achievements available to his students <strong>in</strong> the MDE program, to other students <strong>in</strong>terested<br />

<strong>in</strong> more expansive studies <strong>of</strong> the foundations <strong>of</strong> distance education, to colleagues <strong>in</strong> the<br />

field, and, <strong>of</strong> course, to all who are curious and attracted by these latest works <strong>of</strong> Otto<br />

Peters. We are pleased to share with Fred Lockwood the honor <strong>of</strong> writ<strong>in</strong>g the forewords<br />

for this book, which was first published <strong>in</strong> 2002.<br />

The third edition has been updated and expanded by two articles <strong>in</strong>cluded <strong>in</strong> chapters 9<br />

& 10 and by a name and subject <strong>in</strong>dex. With Otto Peters' "Visions <strong>of</strong> Autonomous<br />

Learn<strong>in</strong>g" <strong>in</strong> the 11th chapter <strong>of</strong> the fourth edition his impressive work is rounded up.<br />
