any plans that were in fact being made at the time to murder Ms Politkovskaya and<br />

Mr <strong>Litvinenko</strong> – or indeed any others on the hit list.<br />

9.155 What can be said, though, is that the warnings that Mr Limarev passed on to<br />

Mr Scaramella and, through him, to Mr <strong>Litvinenko</strong>, were entirely consistent with the<br />

points that can be drawn from the run of the cases that are described above. Leading<br />

opponents of President Putin, including those living outside Russia, were at risk of<br />

assassination. One of the risks they faced was that of being poisoned.<br />
