<strong>the</strong> South China Sea. 220 Manila followed this up with <strong>the</strong> submission <strong>of</strong> a claim under UNCLOS<br />

to <strong>the</strong> Permanent Court <strong>of</strong> Arbitration at <strong>the</strong> Hague, a case that <strong>the</strong> court began reviewing in<br />

summer 2015. 221 China’s refusal to acknowledge <strong>the</strong> legitimacy <strong>of</strong> <strong>the</strong> Court in areas <strong>of</strong> maritime<br />

boundary disputes undermines a peaceful means <strong>of</strong> conflict resolution.<br />

Some analysts believe that, while it angers regional <strong>Power</strong>s, Beijing “appears to limit actions to<br />

stay below <strong>the</strong> threshold that might produce a strong counter-China coalition, including <strong>the</strong><br />

United States.” 222 <strong>The</strong> fear in Washington is that China, increasingly confident in <strong>the</strong> rightness <strong>of</strong><br />

its own policies, might feel less constrained if it believes it can sustain a confrontation with <strong>the</strong><br />

US. 223 At present, however, <strong>the</strong> strategic competition seems limited to carefully calibrated probing<br />
