2.3 THE CONSULTING TEAM<br />
The Consultant worked with a multi-disciplinary team of<br />
highly experienced, internationally known experts from<br />
various backgrounds. With regards to the case studies in<br />
DR Congo and Mozambique, the Consultant reached out to<br />
the national <strong>EITI</strong> stakeholders to combine expertise and efforts.<br />
The setup was not just aimed at issuing comprehensive<br />
recommendations with a solid methodological, technical,<br />
socio-economic and political knowledge, but also at<br />
applying a holistic approach when working on the theory<br />
of change (ToC) and the results model.<br />
All team members that worked directly with stakeholders<br />
have well over 10 years of experience at the intersection<br />
of governmental, private and civil society sectors in OECD<br />
and non-OECD countries. Regarding the Extractive Industries<br />
<strong>Transparency</strong> <strong>Initiative</strong> (<strong>EITI</strong>), they have advised on<br />
implementation and related sectoral change and transformation<br />
processes worldwide in various assignments.<br />
The team member leading on the approaches and methodologies<br />
was selected as someone who had not been involved<br />
with the <strong>EITI</strong> before this assignment. However, he<br />
brought in more than 15 years of practical working experience<br />
in evaluations and a strong background in developing<br />
elaborated evaluation designs, applying qualitative and<br />
quantitative methods as well as communicating research<br />
results to a broad audience. He has contributed to and led<br />
more than 40 evaluations for governmental and non-governmental<br />
organizations all over the world; for instance, in<br />
Africa, Asia and the European Union.
