76 Case Study: Mozambique<br />

A small Mozambican <strong>EITI</strong> Secretariat was established in<br />

early 2009 and is currently hosted in the World Bank’s Mining<br />

and Gas Technical Assistance Project (MAGTAP) offices<br />

in Maputo. The Secretariat has four staff members, comprising<br />

an Executive Secretary (National Coordinator), a<br />

Manager of Institutional Relations and Procurement, an accountant,<br />

and a driver.<br />

The M-<strong>EITI</strong> multi-stakeholder group (MSG) consists of 14<br />

members and 11 alternates with representatives from the<br />

government, i.e. the Ministry of Mineral Resources and Energy<br />

(MIREME), Ministry of Economy and Finance, Ministry<br />

of Land, Environment and Rural Development (MITA-<br />

DE), four private sector companies from both the mining<br />

and petroleum sectors, four civil society organizations<br />

(CSOs) nominated from the CSO platform on extractive industries,<br />

and two observers, one from the Geological Mining<br />

Association of Mozambique and another from the National<br />

Syndicate of Journalists. The MSG does not comprise<br />

any members from the Mozambican Parliament. The M-EI-<br />

TI MSG meets on a quarterly basis and is currently chaired<br />

by the Advisor to the Minister of Mineral Resources and<br />

Energy.<br />

2. Improve accountability mechanisms for public and private<br />

companies in the extractive sector.<br />

3. Clarify and disseminate the allocation of receipts’<br />

mechanisms for the development of affected communities.<br />

4. Strengthen the role and intervention of the M-<strong>EITI</strong>’s<br />

MSG in monitoring and access to information with a<br />

view to effective public participation in extractive industry<br />

good governance.<br />

5. Improve transparency in the license granting process.<br />

6. Contribute to improvement of the business environment<br />

in the extractive sector.<br />

Work plan implementation: <strong>EITI</strong> implementation in Mozambique<br />

is guided by the M-<strong>EITI</strong> work plan, which seeks<br />

to deal with the new challenging requirements defined by<br />

the <strong>EITI</strong> Standard. Previous work plans did not set out specific<br />

objectives, but the current three-year plan is significantly<br />

more elaborate in that country specific objectives<br />

have been clearly defined, presenting to the public what the<br />

initiative aims to achieve in terms of good governance of<br />

the extractive sectors between 2016 and 2018 and how it intends<br />

to attain these objectives. More specifically, the new<br />

work plan for M-<strong>EITI</strong> includes clear objectives, rationales<br />

behind these, activities that will help achieve the stated objectives,<br />

expected results, responsible parties, timeframe,<br />

cost, and funding source. The 2016-2018 work plan was developed<br />

by the MSG during a 2.5-day participatory workshop<br />

facilitated by the GIZ and the International <strong>EITI</strong> Secretariat.<br />

It is the intention that the work plan will be revised<br />

on an annual basis. However, in terms of focusing on results,<br />

the work plan does not distinguish between outputs,<br />

outcomes, and impacts and no indicators have yet been<br />

identified for monitoring the progress of <strong>EITI</strong> implementation<br />

on an annual basis. These aspects have now been captured<br />

in the proposed M-<strong>EITI</strong> results model.<br />

THE WORK PLAN IDENTIFIES SIX OBJECTIVES TO BE<br />

ACHIEVED BY M-<strong>EITI</strong> OVER THE PERIOD 2016-2018:<br />

1. Ensure access to information, with a view to an effective<br />

and informed public participation in public debate<br />

on extractive resources governance.
