GROUP DISCUSSIONS<br />
The focus of the case studies for DR Congo and<br />
Mozambique has been on the same categories and<br />
variables. The methodological approach consists primarily<br />
on information gathered through interviews with relevant<br />
stakeholders, based on the interview guideline (→ Annex II).<br />
The online survey (→ Annex III) was promoted through<br />
direct mailings in both countries. Semi-structured<br />
interviews with stakeholders (including present and former<br />
MSG members, high level government officials involved<br />
in the initiative, organized civil society groups and private<br />
sector players active in the country) deepened the analysis.<br />
In addition, for instance in Mozambique, newspaper<br />
publications, radio broadcasts, road shows, articles by think<br />
tank organizations like the Center for Public Integrity<br />
(CIP), and media and civil society representatives have<br />
also been useful in determining the extent and quality<br />
of public debate generated by the M-<strong>EITI</strong> process. In DR<br />
Congo, a round table in the Katanga mining area was<br />
held to reconstruct the Theory of Change and assess the<br />
effectiveness and impact of the <strong>EITI</strong>. In Kinshasa among<br />
MSG members and in Lubumbashi there was broad<br />
agreement on the results model, but not unanimity among<br />
the participants. Impact indicators were formulated in<br />
breakout groups and discussed in plenary. Throughout<br />
the interviews and the workshops, the atmosphere was<br />
open and interest remained high. The results model for<br />
ITIE RDC (Congo) and M-<strong>EITI</strong> (Mozambique) have been<br />
discussed but not formally agreed by the respective MSG,<br />
and are considered to be works-in-progress and to be taken<br />
forward by the MSGs.<br />
More than 50 resource persons have been interviewed and<br />
consulted on hypotheses and interim results. The most important<br />
instrument for safeguarding the overall course of<br />
the study has been an international Sounding Board consisting<br />
of representatives across all <strong>EITI</strong> constituencies, e.g.<br />
balancing perspectives, facilitating access to information<br />
within the institutions of the Sounding Board members,<br />
building consensus on process and the use of results. Criteria<br />
for membership included:<br />
