DAILY FUNCTIONING<br />
The Minister of Planning is the focal point for the DRC’s<br />
<strong>EITI</strong> process. Other ministries in the MSG include: Ministry<br />
of Mines, Ministry of Environment, Ministry of Hydrocarbons,<br />
Ministry of Finance, Ministry of Budget, the President’s<br />
office and the Prime Minister’s office. Prime Minister<br />
Matata has been particularly supportive of the process,<br />
largely through core financial contributions for the National<br />
Secretariat.<br />
The National Secretariat has 21 staff, five on the communications<br />
team, five on the technical group. Mr. Mack DUM-<br />
BA Jérémy is the DRC’s fourth National Coordinator.<br />
In the view of some interviewees the National Secretariat<br />
plays too large a role and is less an implementer of the<br />
MSG’s decisions and more a leader of the entire process.<br />
Some observers expressed the view that the National Secretariat<br />
could be better in coordination issues among donors<br />
and throughout the government.<br />
Before the 2014 reporting cycle, <strong>EITI</strong> Reports were exclusively<br />
produced nearly two years after the fact – e.g. the<br />
2012 Report was published in December 2014. However, the<br />
2013 Report was published in July 2015 and the 2014 Report<br />
was published in December 2015. The 2015 Report is<br />
intended to be published in late 2016, the first time that it<br />
could be used as an input into the budgeting process for the<br />
2017 budget.<br />
From 2007-2014, the reporting process took up to 12<br />
months, but has now been reduced to 3-4 months as the<br />
government and the companies better understand the process,<br />
are more familiar with the forms and do not need to<br />
re-create any systems or obtain approval from various authorities<br />
about the publishing of figures. In particular it is<br />
