• Active programs that are 75 percent or more delivered through the production<br />

phase (or 75 percent expended if RDT&E only) will submit only a Unit Cost<br />

Reporting DAES pursuant to 10 U.S.C. 2433 (Reference (g)(h)).<br />

• For MDAPs, the DAES reporting requirement ceases after a termination SAR is<br />

submitted (90 percent <strong>of</strong> items delivered or 90 percent <strong>of</strong> funds are expended).<br />

• For MAIS, DAES reporting ceases after FD is declared and a Close-out DAES is<br />

submitted.<br />

Regulatory. Identifies program issues that may impact program cost, schedule, or performance. The DAES provides a mechanism for the <strong>Department</strong> to meet Unit Cost<br />

Reporting requirements (see page 64 70 71 <strong>of</strong> this instruction) for MDAPs. Programs should begin input <strong>of</strong> basic program information, cost estimates, and any budget<br />

data into the automated DAES module <strong>of</strong> the <strong>Defense</strong> Automated Management Information Retrieval system upon submission <strong>of</strong> the Program Objective Memorandum or<br />

Budget Estimate Submission.<br />

• Annually for each MAIS program and each other major IT investment program for<br />

which funds are requested by the President in the budget.<br />

• This reporting requirement applies to baselined and unbaselined MAIS.<br />

• Due 45 business days after the President’s Budget is submitted to Congress.<br />

• Requirement terminates after FD is declared and a Close-out MAR is submitted.<br />

• For a MAIS that is a DBS not a national security system, if a baseline change<br />

results in a projected FD decision beyond 5 years after program initiation, the<br />

MAR must include a written determination that justifies the longer period.<br />

STATUTORY. The MAR is the basis for the quarterly reports and reports on program changes required by 10 U.S.C. 2445c (Reference (g)(h)). IT programs employing<br />

an incremental development model (i.e., Model 3) will initiate MAR reporting for each program increment and will identify the limited deployment associated with delivery<br />

<strong>of</strong> approximately 50% <strong>of</strong> that increment’s capability as a significant/breachable event.<br />

• Quarterly following the initial submission <strong>of</strong> a baselined MAR and not later than 5<br />

years after Milestone A or MDA approval <strong>of</strong> the preferred alternative.<br />

• MAIS Quarterly Report reporting ceases after FD is declared and a Close-out<br />

MAIS Quarterly Report is submitted.<br />
