First Flight<br />

With the completion of the integrated systems test and with substantial progress<br />

being made in the ground tiedown runs, the Bell and Government TRRA project<br />

offices initiated discussions addressing the start of the flight test program. While<br />

each was anxious to explore the new technology, the Government approach, as
