Cultural Resources<br />

The project corridor transects the ancient lands of many Columbia River basin tribes.<br />

Bonneville has consulted with the Umatilla Tribes, Warm Springs Tribes, and the<br />

Yakama Nation on this project implementing the principles and protocols set forth in<br />

their 1996 Programmatic Agreement (see Appendix A, Agency Correspondence and<br />

Policies.<br />

Impacts should not occur to unknown sites with appropriate procedures to stop<br />

construction activities and determine appropriate protective measures (e.g., avoidance) if<br />

artifacts are found (please see Mitigation Measures).<br />

Impacts During Operation and Maintenance<br />

No impacts to cultural resources are anticipated during the continuing operation and<br />

maintenance of the proposed <strong>McNary</strong>-<strong>John</strong> <strong>Day</strong> <strong>Transmission</strong> <strong>Line</strong>. The towers and<br />

access roads would be sited to avoid sensitive areas, so maintenance to the towers or<br />

access roads would not affect known resources. The vegetation within the right-of-way is<br />

not dense, so it is not expected that any ground disturbing mechanical type vegetation<br />

clearing would be required. If any maintenance activities need to occur outside of the<br />

tower locations or off the access roads, a review of the sensitive areas would be required<br />

in order to avoid impacting resources.<br />

Environmental Consequences of Short-<strong>Line</strong> Routing<br />

Alternatives<br />

There are no significant cultural resources in the areas of the short-line routing<br />

alternatives; impacts are not expected for any of the alternatives.<br />

Mitigation<br />

The following mitigation measures would minimize impacts to significant cultural<br />

resources:<br />

� Locate structures, new roads, and staging areas so as to avoid known cultural resource<br />

sites.<br />

� Utilize existing access road system to the extent possible to reduce the need for new<br />

access roads.<br />

� Limit construction equipment to tower sites, access roads and conductor tensioning<br />

sites.<br />

� Limit the number of contractors to cultural resource site sensitive information on a<br />

need-to-know basis.<br />
