Prior to becoming commissioner of the Sun Belt in 1998, he served as<br />
associate commissioner and commissioner of the Southern Conference for a<br />
decade from 1988-1998, which gives him extensive backgrounds in league<br />
leadership at both the FBS and Football Championship Subdivision (FCS) levels.<br />
Waters also was actively involved in athletic administrative roles at three<br />
different institutions, serving on staffs at Southern Mississippi from 1976-79,<br />
Southwestern Louisiana (now Louisiana-Lafayette) from 1983-84 and Tulane<br />
from 1984-88, giving him a unique perspective on the relationships between<br />
individual schools and their conferences.<br />
A 1974 graduate of Livingston (Ala.) University and an Alabama native,<br />
Waters’ experience includes stints serving on the BCS Administrative Committee,<br />
the Fiesta Bowl Special Committee, the NCAA Executive Committee, the<br />
NCAA Finance Committee, chairman of the D-I Championship Committee, the<br />
Bowl Licensing Committee and as executive vice president of the Collegiate<br />
Commissioners Association.<br />
He was presented with the National Football Foundation’s Legacy Award for<br />
lifetime achievement in November of 2011, and in 2014 the Louisiana Sports<br />
Writers Association honored him with Hall of Fame membership in awarding<br />
him the Dave Dixon Award for contributions to Louisiana sports. In 2012, the<br />
Sun Belt renamed its regular season football championship award as the H.<br />
Wright Waters Trophy.<br />
