Council floats bylaw for stormwater<br />
The <strong>Ashburton</strong>District Council<br />
is asking forfeedback on anew<br />
draft stormwater bylawaiming<br />
to better protectlocal<br />
stormwaterinfrastructure and<br />
the environment.<br />
The urban stormwater<br />
network collectsand carries<br />
rainwaterthatruns off outdoor<br />
surfaces such as roofs, driveways<br />
and roads.<br />
The stormwatercan become<br />
polluted by contaminants such<br />
as chemicals, detergents and<br />
rubbish beforeenteringthe<br />
network andeventuallybeing<br />
dischargedtothe environment.<br />
Blockages in the stormwater<br />
network canleadtoanincreased<br />
riskofflooding duringheavy<br />
rainevents.<br />

McCannsays while everyonehas<br />
aresponsibility to keep<br />
stormwaterclean,the bylaw<br />
includes afocusonindustrial<br />
and commercialsiteswhose<br />
activities canpose ahigher risk<br />
to the network.<br />

to graduallyimprove the quality<br />
of stormwaterinour network<br />
while stillallowingthem to<br />
continue withtheir daily<br />
activities.”<br />
Council staffwill be contacting<br />
businesseswho mightbe<br />
affected to let themknow about<br />
the proposed bylawand invite<br />
their feedback.<br />
“We know thatstormwater<br />
isn’t atopicthat will excite<br />
everyone, howeveritcan havea<br />
large impact on oururban flood<br />
riskand the environment, so<br />
we’rekeen to get feedbackfrom<br />
as manypeople as possible.”<br />
Council hasaresponsibilityto<br />
reduce contaminantsin<br />
stormwater under the discharge<br />
resource consentcoveringthe<br />
<strong>Ashburton</strong> andFairtonarea.<br />
The council is seeking two<br />
further resource consents forthe<br />
stormwater networks serving<br />
Methven andRakaia.<br />
The bylawwillsupportthe<br />
effective operationofall three<br />
consents, whenthey are<br />
approved.<br />
