There are three possible arenas for <strong>anti</strong>-<strong>corruption</strong> reforms:<br />

agenda-setting – many governments have yet to recognise <strong>corruption</strong> as a serious problem, much<br />
less place it on their national agenda<br />
decision-making – attempts to get <strong>anti</strong>-<strong>corruption</strong> reforms approved yet alone implemented have<br />
been mixed<br />
implementation – many reforms that have succeeded in being enacted have encountered obstacles in<br />
execution, <strong>of</strong>ten preventing the effective resolution <strong>of</strong> the problem <strong>of</strong> <strong>corruption</strong> (Tay & Seda 2003).<br />
Thus, <strong>anti</strong>-<strong>corruption</strong> efforts overall need to ensure that governments recognise and prioritise the issue<br />
<strong>of</strong> <strong>corruption</strong>, that those governments receive assistance with the development <strong>of</strong> appropriate policy<br />
recommendations and finally that governments are provided with the assistance needed to ensure that<br />
policy reforms are implemented.
