are weak and corrupt themselves. Anti-<strong>corruption</strong> efforts <strong>of</strong>ten attempt to create an ethical standard by<br />

which individuals are supposed to abide, ignoring the fact that if such <strong>of</strong>ficials were moral beings, the<br />

<strong>corruption</strong> would not occur in the first instance.<br />

There are no clearly delineated solutions to <strong>corruption</strong> but there are a sufficient number <strong>of</strong> ways in which<br />

the effects <strong>of</strong> <strong>corruption</strong> might be mitigated. In essence, political will is recognised as a key driver <strong>of</strong><br />

systematic change in the <strong>corruption</strong> environment within any given country. Many governments have yet to<br />

recognise <strong>corruption</strong> as a serious issue, let alone place it on their political agendas. The disparity between<br />

attempts to create <strong>anti</strong>-<strong>corruption</strong> reforms and the delivery <strong>of</strong> those reforms has continued. Reforms<br />

which have actually been enacted have met with obstruction at the implementation stage. It is, in short,<br />

imperative for governments to recognise and prioritise <strong>anti</strong>-<strong>corruption</strong> and for those governments to<br />

receive all necessary assistance in developing and delivering appropriate policy vehicles.
