control or domin<strong>at</strong>ion <strong>of</strong> one n<strong>at</strong>ion over another noncontiguous area or n<strong>at</strong>ion without<br />

the free consent <strong>of</strong> the people contained therein. Colonialism was defined as<br />

imperialism with the added transplant<strong>at</strong>ion <strong>of</strong> people from the domin<strong>at</strong>ing n<strong>at</strong>ion to live<br />

in wh<strong>at</strong> becomes a colony..<br />

<strong>The</strong>re are various levels <strong>of</strong> imperialism exercised by Europe during the New<br />

Imperialism. But an examin<strong>at</strong>ion <strong>of</strong> Belgian efforts during this period seems to indic<strong>at</strong>e<br />

th<strong>at</strong> Belgium may have been <strong>at</strong>tempting to undertake colonialism without imperialism.<br />

Is th<strong>at</strong> possible? <strong>The</strong>re is some evidence from the three different eras <strong>of</strong> imperialism to<br />

support colonialism without some form <strong>of</strong> imperialism. 135 <strong>The</strong>se periods show three<br />

major vari<strong>at</strong>ions <strong>of</strong> imperial/colonial rule: direct colonial control; a protector<strong>at</strong>e, formal<br />

or otherwise, where local rulers remained in place and were directed from afar; and a<br />

sphere <strong>of</strong> influence which entitled the citizens <strong>of</strong> the mother country to special<br />

economic privileges, access to their own legal system, extr<strong>at</strong>erritoriality, and small<br />

areas given over to them for their own priv<strong>at</strong>e use. An analysis <strong>of</strong> the four <strong>at</strong>tempts by<br />

Belgium to cre<strong>at</strong>e colonies in <strong>Texas</strong>, Gu<strong>at</strong>emala, Brazil, and Guinea does not seem to fit<br />

any <strong>of</strong> these. 136 Leopold’s ambition, however, may well fit the definition <strong>of</strong><br />

imperialism.<br />

If the king was willing but not focused, if the rel<strong>at</strong>ionship among Belgium,<br />

England, and France was problem<strong>at</strong>ic, if the chambers were hesitant <strong>at</strong> best, if the<br />
