WORLD FORUMS 21
The Olympic Movement exists to promote sport in the service of intercultural education, moral
values and world peace. Therefore, the IOC has the duty to perform its most important
functions with an adequate policy in culture and education.
The Forum recognizes that culture consists of all the various symbolic forms through which
human groups interpret their experiences and make their lives meaningful.
Sport is obviously one such form and is, therefore, part of culture from the beginning.
This deeper understanding of culture is helping to bring the IOC cultural policy into greater
harmony with academic committees, government ministries of culture, and the great
movements for cultural identity and cultural rights which distinguish our times. A basis is
also provided for carrying to fruition the reforms approved by the 110 th IOC Session at the
suggestion of the IOC 2000 Commission and for better coordination among the IOC, NOC's,
IF's, OCOG's and media in cultural affairs.
The Forum on “The IOC and its Cultural Policy” recommends:
– that the IOC continues to pursue a concept of culture which is better adapted to the needs
of modern society and to develop its cultural policy accordingly;
– that the IOC reinforces the contractual directives for the Host cities concerning culture and
education during the whole Olympiad;
– that the NOC's review their obligations in the Olympic Charter to their culture and education
responsibilities;
– that the IOC step up its cultural and educational activities and at the same time develop
interactive resources, including the creation of a direct link between the IOC and Internet
users.
