IOC Presi<strong>de</strong>nt<br />
Education and culture are at the heart of the<br />
Olympic Movement. The Olympic Charter<br />
clearly stipu<strong>la</strong>tes: “The goal of the Olympic<br />
Movement is to contribute to building a<br />
peaceful and better world by educating<br />
youth through sport practised in accordance<br />
with Olympism and its values.”<br />
Like all the other IOC Commissions, the<br />
Commission for Culture and Olympic<br />
Education is a key tool not only for<br />
encouraging and promoting the practice of<br />
physical education and sport but also for<br />
teaching life values and skills, particu<strong>la</strong>rly to<br />
young people.<br />
In this Commission brochure, you can find<br />
key information on the importance of<br />
combining sport, education and culture,<br />
from the structure of the Commission to its<br />
history and mission; from the World Forums<br />
and their recommendations to main activities<br />
such as the sport and art, literature, photo and<br />
song contests; from its various partnerships<br />
to its brand new programme, the Olympic<br />
Values Education Programme (OVEP).<br />
I would like to thank every member of the<br />
Commission, who, un<strong>de</strong>r the lea<strong>de</strong>rship of<br />
Zhenliang He, have worked untiringly to<br />
make education and culture a priority<br />
in the Olympic Movement's agenda, thus<br />
continuing along the path <strong>la</strong>id by our<br />
foun<strong>de</strong>r, Baron Pierre <strong>de</strong> Coubertin.<br />
I also express my gratitu<strong>de</strong> to all the Olympic<br />
Movement Family, and more particu<strong>la</strong>rly<br />
to the Association of the National Olympic<br />
Committees for actively encouraging<br />
NOCs to participate in the Commission's<br />
education and culture programmes, and to<br />
the NOCs themselves and Olympic Solidarity<br />
for making all this possible.<br />
As we look at the unique opportunity offered<br />
by the 2008 Beijing Games, the IOC is more<br />
convinced than ever that sport is more than<br />
just competition. It is a state of mind.<br />
