Ce pays, qui participe à l’enquête ESPADréalisée en milieu scolaire sous <str<strong>on</strong>g>les</str<strong>on</strong>g> auspices du C<strong>on</strong>seil de l’Europe, a fait état d’une prévalence au cours dela vie de l’usage de cannabis chez <str<strong>on</strong>g>les</str<strong>on</strong>g> 15-16 ans de 20,5 % (23 % et 18 % en moyenne respectivement chez<str<strong>on</strong>g>les</str<strong>on</strong>g> garç<strong>on</strong>s et <str<strong>on</strong>g>les</str<strong>on</strong>g> fil<str<strong>on</strong>g>les</str<strong>on</strong>g>) pour 2003. En appliquant le modèle de la courbe de régressi<strong>on</strong>, <strong>on</strong> a pu estimerl’usage de cannabis à 5,5 % (=20,5 * 0,1958+1,4971). Des modè<str<strong>on</strong>g>les</str<strong>on</strong>g> similaires <strong>on</strong>t aussi été utilisés pourétablir un lien entre, d’une part, la prévalence annuelle dans la populati<strong>on</strong> générale et, d’autre part, laprévalence annuelle et la prévalence mensuelle de cet usage. Des valeurs très similaires <strong>on</strong>t été obtenues(5,6 % dans <str<strong>on</strong>g>les</str<strong>on</strong>g> deux autres cas). De plus, le rapport n<strong>on</strong> p<strong>on</strong>déré entre <str<strong>on</strong>g>les</str<strong>on</strong>g> résultats des enquêtes en milieuscolaire et l’usage dans la populati<strong>on</strong> générale a été calculé pour tous <str<strong>on</strong>g>les</str<strong>on</strong>g> pays d’Europe occidentale. Lerésultat obtenu était de 0,3, la prévalence annuelle de l’usage de cannabis dans la populati<strong>on</strong> généralereprésentant d<strong>on</strong>c en moyenne 30 % de la prévalence de cette drogue au cours de la vie dans cettepopulati<strong>on</strong>. Si l’<strong>on</strong> applique ce rapport, l’usage du cannabis en Autriche représenterait envir<strong>on</strong> 6,15 %(=20,5 * 0,3). L’intervalle de c<strong>on</strong>fiance ("=0,05) calculé pour cette estimati<strong>on</strong> allait de 4,2 % à 8%. Si l’<strong>on</strong>applique la même méthode pour l’usage annuel et <str<strong>on</strong>g>sur</str<strong>on</strong>g> 30 jours chez <str<strong>on</strong>g>les</str<strong>on</strong>g> élèves, <strong>on</strong> obtient respectivement6,4 % et 7,4 %. Enfin, l’ONUDC a fait la moyenne de toutes ces estimati<strong>on</strong>s pour parvenir à s<strong>on</strong>estimati<strong>on</strong> (6,1 %).Le cas de la Turquie permet d’illustrer pourquoi cette méthode assez peu c<strong>on</strong>venti<strong>on</strong>nelle a été utilisée. Cepays est généralement c<strong>on</strong>nu pour avoir un niveau de c<strong>on</strong>sommati<strong>on</strong> de <str<strong>on</strong>g>drogues</str<strong>on</strong>g> ét<strong>on</strong>namment bas suivant<str<strong>on</strong>g>les</str<strong>on</strong>g> critères européens, ce que <str<strong>on</strong>g>les</str<strong>on</strong>g> études ESPAD réalisées en 2003 <strong>on</strong>t de nouveau c<strong>on</strong>firmé. Or, si l’<strong>on</strong>applique <str<strong>on</strong>g>les</str<strong>on</strong>g> résultats d’une courbe de régressi<strong>on</strong> linéaire simple, <strong>on</strong> c<strong>on</strong>staterait des niveaux plutôt élevésde c<strong>on</strong>sommati<strong>on</strong> de cannabis. L’utilisati<strong>on</strong> des deux approches à la fois (courbe de régressi<strong>on</strong> linéaire etrapports n<strong>on</strong> p<strong>on</strong>dérés) débouche <str<strong>on</strong>g>sur</str<strong>on</strong>g> une estimati<strong>on</strong> probablement plus proche de la réalité. Par rapportau modèle de régressi<strong>on</strong> linéaire classique, la combinais<strong>on</strong> des deux méthodes aboutit à des estimati<strong>on</strong>slégèrement plus faib<str<strong>on</strong>g>les</str<strong>on</strong>g> pour <str<strong>on</strong>g>les</str<strong>on</strong>g> pays où la prévalence dans la populati<strong>on</strong> scolaire est faible et légèrementplus élevées pour <str<strong>on</strong>g>les</str<strong>on</strong>g> pays avec une prévalence déjà élevée. Les statisticiens préféreraient, bien sûr, uncertain nombre des courbes n<strong>on</strong> linéaires avec des propriétés similaires ; étant d<strong>on</strong>né le nombre importantde calculs et <str<strong>on</strong>g>les</str<strong>on</strong>g> nombreuses informati<strong>on</strong>s (qualitatives) par pays, fournies à l’ONUDC, d<strong>on</strong>t <strong>on</strong> a essayéde tenir compte pour établir ces estimati<strong>on</strong>s, il a été décidé de se limiter aux modè<str<strong>on</strong>g>les</str<strong>on</strong>g> simp<str<strong>on</strong>g>les</str<strong>on</strong>g>, comme399

Cela ne devrait toutefois pas avoir d’influence <str<strong>on</strong>g>sur</str<strong>on</strong>g> <str<strong>on</strong>g>les</str<strong>on</strong>g>résultats globaux car certaines sous-estimati<strong>on</strong>s s<strong>on</strong>t très probablement compensées par des <str<strong>on</strong>g>sur</str<strong>on</strong>g>estimati<strong>on</strong>set vice-versa.
