PréfaceLes personnes <strong>handicap</strong>ées ne forment pas un groupehomogène. El<strong>le</strong>s peuvent présenter une incapacité physique,une déficience sensoriel<strong>le</strong> ou intel<strong>le</strong>ctuel<strong>le</strong> ou <strong>de</strong>stroub<strong>le</strong>s psychiques. Leur <strong>handicap</strong> peut remonter à lanaissance, à l’enfance, à l’ado<strong>le</strong>scence ou être <strong>sur</strong>venu plustard, au cours <strong>de</strong> <strong>le</strong>urs étu<strong>de</strong>s supérieures ou <strong>de</strong> <strong>le</strong>ur vieprofessionnel<strong>le</strong>. Ce <strong>handicap</strong> peut ne pas avoir une gran<strong>de</strong>inci<strong>de</strong>nce <strong>sur</strong> <strong>le</strong>ur aptitu<strong>de</strong> à <strong>travail</strong><strong>le</strong>r et à prendre part à lavie socia<strong>le</strong>, ou au contraire être tel qu’un appui et une ai<strong>de</strong>non négligeab<strong>le</strong>s <strong>le</strong>ur seront nécessaires.Dans <strong>le</strong> mon<strong>de</strong> entier, <strong>de</strong>s personnes <strong>handicap</strong>ées participent,à tous <strong>le</strong>s niveaux, au mon<strong>de</strong> <strong>du</strong> <strong>travail</strong>. Cependant,bon nombre <strong>de</strong> personnes <strong>handicap</strong>ées n’ont pas lapossibilité <strong>de</strong> <strong>travail</strong><strong>le</strong>r en raison <strong>de</strong> nombreux obstac<strong>le</strong>s.Le chômage qui frappe <strong>le</strong>s 386 millions <strong>de</strong> personnes<strong>handicap</strong>ées en âge <strong>de</strong> <strong>travail</strong><strong>le</strong>r dans <strong>le</strong> mon<strong>de</strong> 1 est bien plusé<strong>le</strong>vé qu’en ce qui concerne <strong>le</strong> reste <strong>de</strong> la population en âge<strong>de</strong> <strong>travail</strong><strong>le</strong>r 2 . Il est reconnu que la croissance économiquepeut accroître <strong>le</strong>s possibilités d’emploi. Pour sa part, <strong>le</strong> présentrecueil expose <strong>le</strong>s meil<strong>le</strong>ures pratiques qui permettent1 Selon une estimation <strong>de</strong> l’Organisation mondia<strong>le</strong> <strong>de</strong> la santé,10 pour cent <strong>de</strong> la population mondia<strong>le</strong> présentent un <strong>handicap</strong>, soit610 millions <strong>de</strong> personnes, dont 386 millions ont entre 15 et 64 ans(World Population Prospects, 1998, révision, Nations Unies, New York,1999).2 Il est fait état <strong>de</strong> taux <strong>de</strong> chômage <strong>de</strong> l’ordre <strong>de</strong> 13 pour cent auRoyaume-Uni (ce taux est <strong>de</strong>ux fois supérieur à celui enregistré pour lamain-d’œuvre non <strong>handicap</strong>ée), <strong>de</strong> 18 pour cent en Al<strong>le</strong>magne, voire <strong>de</strong>80 pour cent et plus, selon <strong>le</strong>s estimations, dans <strong>de</strong> nombreux pays en développement.V
