Information on brain <strong>de</strong>velopm<strong>en</strong>t indicates a child’s daily <strong>en</strong>vironm<strong>en</strong>t an<strong>de</strong>xperi<strong>en</strong>ces in the infant and toddler years d<strong>et</strong>ermine the progress of the child’s early <strong>de</strong>velopm<strong>en</strong>t. This is a period wh<strong>en</strong>the child is totally <strong>de</strong>p<strong>en</strong>d<strong>en</strong>t on the par<strong>en</strong>t y<strong>et</strong> not all par<strong>en</strong>ts recognize the importance of their role. Through itssignature Par<strong>en</strong>t-Child Education Program, AVANCE changes par<strong>en</strong>tal knowledge, attitu<strong>de</strong>s, skills and behavior. AVANCEserves primarily Hispanic families in low-income, at-risk communities with a research-prov<strong>en</strong> program mo<strong>de</strong>l that isprev<strong>en</strong>tative, community-based, two-g<strong>en</strong>eration focused and compreh<strong>en</strong>sive in scope. The word AVANCE is a Spanishword meaning “to advance” or “to progress”. In simple terms, this is the goal of all families: “to progress in this world andmake a b<strong>et</strong>ter life for their childr<strong>en</strong> and their family”.2004 The MFLP grew out of an initiative <strong>de</strong>veloped in partnership b<strong>et</strong>we<strong>en</strong> the Ministry of Education, the Ministry of SocialDevelopm<strong>en</strong>t and the Literacy Taskforce of the City of Manukau Education Trust (COMET). The Adult Literacy Strategy 2001prompted an ext<strong>en</strong>sive programme of initiatives including the <strong>de</strong>velopm<strong>en</strong>t of innovative approaches to the <strong>de</strong>livery ofliteracy through the Adult Literacy Innovations Pool. The Tertiary Education Strategy 2002–2007 d<strong>et</strong>ailed a priority goal ofraising foundation learning skills so that all people can participate in our knowledge soci<strong>et</strong>y. It was in the context of thes<strong>et</strong>wo strategies that work progressed in the <strong>de</strong>velopm<strong>en</strong>t of an innovative family literacy mo<strong>de</strong>l. Initial planning for theprogrammes was un<strong>de</strong>rtak<strong>en</strong> in 2002, culminating in two pilot sites starting in 2003 at Bairds Mainfreight Primary Schoolin Otara and Rowandale Schools in Manurewa. The Ministry of Education and the Tertiary Education Commission havecontinued funding for COMET’s coordination and the programmes with four sites planned for 2004. Le but <strong>de</strong> c<strong>et</strong>te recherche est d’améliorer l’<strong>en</strong>seignem<strong>en</strong>t <strong>et</strong> l’appr<strong>en</strong>tissage dans lesorganismes fournissant <strong>de</strong>s services aux personnes immigrantes qui <strong>en</strong>trepr<strong>en</strong>n<strong>en</strong>t une démarche d’appr<strong>en</strong>tissage <strong>en</strong> vued’obt<strong>en</strong>ir un emploi, d’atteindre l’autonomie ou d’intégrer une autre formation. Ce rapport donne les résultats d’unsondage provincial m<strong>en</strong>é auprès <strong>de</strong> quatre c<strong>en</strong>tres d’alphabétisation <strong>en</strong> Ontario <strong>et</strong> d’un sondage national m<strong>en</strong>é auprès <strong>de</strong>23 organismes qui oeuvr<strong>en</strong>t <strong>en</strong> alphabétisation.
