Professor Carmen Radu, Ph.D.University of Craiova,Faculty of Economy and Business AdministrationAbstract: This study presents some critic<strong>al</strong> opinions regarding the<strong>de</strong>finition of the <strong>de</strong>mographic policy, pointing out the differencies betweenthe two concept – population policies and <strong>de</strong>mographic policy -, the historyand the evolution of the <strong>de</strong>mographic policy during the last h<strong>al</strong>f of the 20 thcentury, its cotradictory measures and their opposite effects in differentcountries; the major internation<strong>al</strong> plans adopted in this field and its resultsuntil the present time.Key words: <strong>de</strong>mographic policy, population policies, birth control, pronat<strong>al</strong>istpolicy.The population grows according to an objective legities, the <strong>de</strong>mographictransition being the expression of the adaptation of the <strong>de</strong>mographic phenomena –especi<strong>al</strong>ly of fertility – to the changes of the economic, soci<strong>al</strong> and cultur<strong>al</strong> conditions ofsociety. The life points out that in the process of those adaptations appear moments oftension and lack of b<strong>al</strong>ance between population and economy and that the ensuring of adurable <strong>de</strong>velopment <strong>al</strong>so presupposes measures in the population field, to hin<strong>de</strong>r orstimulate its growth. Separately, such measures that have influence on population,existed long time ago. But only after the second World War, when the effects of the fastincrease of the population or its <strong>de</strong>cline became obvious, the necessity of adopting, by<strong>al</strong>l countries, some population policy measures, it was outlined.The state intervention in the <strong>de</strong>mographic sphere and, especi<strong>al</strong>ly in the<strong>de</strong>termination of the i<strong>de</strong><strong>al</strong> dimension of the family, can not be consi<strong>de</strong>red a priori. Itmust be completely justified: what is the reason of the state action in the populationfield and which are its intervention means?Roland Pressat [1] <strong>de</strong>fines the population policy like the series of measures,more often adopted by the public power, <strong>de</strong>stined to influence the <strong>de</strong>mographicevolution. He adds that are numerous the state interventions which have, in some way,influence on the population by involving quantitative or qu<strong>al</strong>itative changes, so that anextensive <strong>de</strong>finition of the population policy could inclu<strong>de</strong> <strong>al</strong>l <strong>de</strong>cisions regarding thecommunity. A more restrictive <strong>de</strong>finition, and then more a<strong>de</strong>quate, in the authoropinion, it only maintains the adopted measures with the <strong>de</strong>liberate intention to modifythe <strong>de</strong>mographic evolution course. These measures can be legislated for the purpose offavouring the population increase or <strong>de</strong>crease; in other words, the fixed objective can bea higher population growth rate, for the improvement of the <strong>de</strong>populating ten<strong>de</strong>ncy, orthe zero increase, for the achievement of a stationary population condition.The <strong>de</strong>terminants of the population policy can be un<strong>de</strong>rlined by studying thepopulation doctrines, <strong>de</strong>fined by Roland Pressat like the series of opinions, conceptionsregarding the <strong>de</strong>sirable characteristics of a population, from the point of view of itsnumber, structure and evolution and of the <strong>de</strong>mographic phenomena which conditionthem.156
