within the groups which confirms the conclusions from other surveys done by HUI. Those<br />
who lived within the congestion charge zone mainly did their purchases within the congestion<br />
charge zone while those who lived outside the congestion charge zone mainly did their<br />
purchase outside the zone. The proportion which said they did their purchases during the time<br />
of charge by car, and therefore paid the congestion charge as they did their purchases, were<br />
approximately 3 percent.<br />
Is the congestion charge a threat to retailing in Stockholm city? The congestion charge<br />
programme can only give us an answer to the short-term effects of the congestion charge. The<br />
survey above showed that the effects on retail trade were small which were interpreted as a<br />
result of the person living within the charge zone was <strong>mot</strong>orized only to a limited extent.<br />
Knowing that the programme was time limited could possibly have contributed to the fact that<br />
the consumers did not change their purchasing habits particularly during the Stockholm trial<br />
which could have been the case if the congestion charge was permanent from the beginning.<br />
The experiences from London, where the congestion charge has existed since 2003 and where<br />
the local authorities both have increased the charge and expanded the charge zone, show that<br />
the congestion charge is of marginal importance for the development of retail sales within the<br />
charge zone. The reason for this is simple: the characteristics of retail trade combined with<br />
high parking fees within the charge zone leads to the consumer living in the city not being<br />
<strong>mot</strong>orized but use other means of transport when doing their purchases.<br />
This is a result which is similar to Stockholm city, why congestion charge seems to compose a<br />
limited threat to the development of retail sales in Stockholm city. Of greater importance to<br />
the development of retail sales in Stockholm city is the structural change which the retail trade<br />
in the Stockholm area is undergoing.<br />
