The current regulations, increased international acti<strong>vi</strong>ties and the fact that their main taskis armed conflict, however, limit the availability of the armed forces, and limit how practicableit would be to use them in serious emergencies in peace time.The armed forces' ability to employ soldiers on contract, however, improves their ability inpro<strong>vi</strong>ding support in serious emergencies, as the career soldiers become more adaptableover time and have a higher level of competence than the conscripted soldiers.SEMA proposes that the ci<strong>vi</strong>l authorities within the emergency management system areconnected to a greater extent to the armed forces telenet (FTN), as a way of reducing thevulnerability of lines of communication. SEMA also proposes that the armed forces andSEMA are given the task of investigating the issues of ownership of FTN. The reason forthis is partly that FTN will form an important part of the RAKEL-system, and partly that FTNis being used to an ever greater extent as an alternative line of communication forauthorities and others involved in the emergency management system.As regards the support ci<strong>vi</strong>l defence forces give the armed forces, SEMA can confirm that,as a result of the direction political decisions on defence have been taking, the ci<strong>vi</strong>ldefence forces pro<strong>vi</strong>de only extremely limited support, in relation to their earlier acti<strong>vi</strong>ties.Building up their capability in handling serious emergencies in peace time, however,improves the skills of the ci<strong>vi</strong>l defence forces. Certain acti<strong>vi</strong>ties, e.g. war surgery andsignal protection, should be maintained and in certain cases be further developed, sothat the ci<strong>vi</strong>l defence forces could carry out the task of pro<strong>vi</strong>ding support to the armedforces in the event of attack or war in our part of the world.New Emergency Management Regulations 2The regulations currently governing the authorities' emergency management workhave some shortcomings. They need to be changed and adapted so that the authoritiesinvolved are better equipped to undertake emergency management work.New emergency management regulations should integrate the authorities'responsibilities as regards emergencies in peace time with their responsibilities intimes of heightened preparedness and war.SEMA identified 3 overall issues which mean that changes to the current regulations(2002:472) regarding measures for the management of emergencies in peace time and intimes of heightened preparedness are necessary.2.
