When no other designation is made by the
Commissioner of Police or by a superior officer,
the sen ior member 0 f the prevail ing
rank shall be in command. Seniority shall be
determined : first, by rank, and, second, by
continuous service within the rank.
Among personnel of eQua.l rank appointed
or p.romot ed a t the same time, posi tion on
original appointment or promotional lists,
whichever shall be the latest, will be the
deciding factor in establishing senior officer
in command.

of Police shall manage and control the
Police Department, its officers, members, and
employees.

RULE 2 DEPUTY TO THE eOMMISSI6KEft. The
Deputy to the Commissioner shall have such
powers and perform such duties as are deSignated
by the Commissioner of Police.

RULE 3 AIDE TO THE -6&MI+ISSIOMi-R. The Aide
to the Commissioner shall report directly to
the Commissioner of Police and command all
personnel conducting special or confidential
investigations for the Commissioner, and shall
perform such other duties as may be prescribed
by the Commissioner of Police.
RULE lj. ADMIN I STRATIVE ASSISTANT. The Administrative
Assistant shall report directly to
the Commissioner of Police and shall be responsible
for the administrative activities of
the Commissioner's office.
