Regulations 2007<br />
Who is a Client?<br />
Under these Regulations, a Client is any one individual<br />
or organisation for whom a construction project is<br />
carried out, when the project is associated with a<br />
business or other undertaking (whether for profit or<br />
not). e.g. local authority, school governors, insurance<br />
company (except where home owner - arranges<br />
work and is reimbursed), project originator on PFI,<br />
homeowner if extending a domestic dwelling for<br />
business use, leaseholder/residents’ management<br />
company, charity, landlord - irrespective if for domestic<br />
dwellings, housing association, NHBC – when arranging<br />
warranty repairs.<br />
Someone will always be the Client.<br />

Many Clients know little about construction health and<br />
safety, so Clients are not required or expected to plan<br />
or manage projects themselves, nor do they have to<br />
develop substantial expertise in construction health and<br />
safety, unless this is central to their business.<br />
Clients must ensure that various things are<br />
done, but are not normally expected to do them<br />
themselves.<br />
