The area identified as the location for a sustainable extension to<br />
Thetford is partially located on an identified mineral resource (sand<br />
and gravel) on the British Geological Survey mineral resources map<br />
(2004). A map showing the extent of the identified resource is<br />
included in this response. As part of the final submission document it<br />
is considered that the AAP should indicate that as part of any<br />
planning application the applicant will need to carry out investigations<br />
to identify whether the resource is viable for mineral extraction in line<br />
with Policy CS.16 (safeguarding mineral and waste sites and mineral<br />
resources) of the emerging Minerals and Waste Core Strategy. If the<br />
mineral resource is viable then the applicant will need to identify if it<br />
could be extracted economically prior to development taking place so<br />
as not to needlessly sterilise a mineral resource as indicated in<br />
Mineral Policy Statement 1 and Policy CS.16 above.<br />
Opportunities may exist to utilise the resource in the construction of<br />
the sustainable extension, reducing the carbon cost of the project by<br />
reducing the distance aggregate is transported to the site. There are<br />
also a number of waste sites and a wastewater treatment site within<br />
the AAP area (see map attached), which are safeguarded in Core<br />
Strategy Policy CS.16. The minerals and waste policy team at<br />
Norfolk County Council should therefore be consulted if any<br />
development, not covered by exceptions to Policy CS.16, is planned<br />
within the consultation areas which surround these sites. This is so<br />
that incompatible development does not prejudice the operation of Noted. Note that some of the area identified is now allocated a<br />

Looking at Map 2, I am very disappointed that ribbon development is<br />
being proposed so far through Kilverstone on the Brettenham Road.<br />
If this goes ahead, Kilverstone will cease to exist as I village. I would<br />
have preferred to see development restricted to a belt no further than<br />
the entrance to Kilverstone Hall.<br />
I think that extending the development towards Kilverstone is too<br />
ambitious.<br />
Is the formal and semi natural parkland running alongside Joe Blunt's<br />
Lane going to extend the current width of the lane?<br />
Screening to existing and planned industrial buildings/estates should<br />
be carefully considered. The existing large industrial building south<br />
of Gallows Hill has been an eyesore for many years when entering<br />
the town from the north.<br />

This is a detailed design matter, although it should be noted that<br />
there are hedges and trees either side of the lane which will be<br />
protected by Policy TH2 - locally distinct features of the<br />
landscape. The need or desire to widen Joe Blunt's Lane would<br />
need to be weighed against any effect on vegetation. No further action.<br />

Disagree. There is a requirement to provide more housing and<br />
available evidence demonstrates the proposals are deliverable.<br />
We set out a phased approach, including significant employment<br />
land in the early phases. Impact on road network has been<br />
investigated as part of the transport study and various measures<br />
identified to address the impact of the development. No further action.<br />
The Core Strategy has parking standards detailed in DC19. The<br />
design of the roads and of car parking will be one that is more<br />
