Employment within the SUE will range from traditional employment<br />

sectors through retail, financial and service jobs in the local centres,<br />

through bus drivers on the new transports services. Policy TH14 New<br />

Local Centre(s) in the Strategic Urban Extension makes reference to<br />

the provision of two local centres, so the title of the policy should<br />

reflect this. It is appropriate that such centres accommodate a range<br />

of ancillary facilities uses including offices, community services,<br />

health facilities which can encourage linked trips. We would suggest<br />

that the phrase "and other A class floorspace" should be deleted. It is<br />

normal practice that floorspace such as cafes financial services,<br />

pubs and other ancillary uses would be additional to the main<br />

shopping element; as they add viability and variety/vitality to smaller<br />

centres. Furthermore, it is expected that there would be some<br />

business space (B1) within the Local Centres alongside medical and<br />

health (D1 Use /Policy TH18), along with a crèche (D1).<br />

The proposal to locate Local Amenity Centres (Nodes) throughout<br />

the development area will serve only to take away business and<br />

trade from the Town Centre. This will consequently work against<br />

plans for Town Centre regeneration and development which is a<br />

central theme of the MTF/<strong>TAAP</strong> initiative.<br />

The type of local centre to be built must be such that it does not<br />

conflict with the needs of a town centre shopping area. Already we<br />

hear of perceived threats from so called out of town shopping<br />

development and shops selling washing machines or the size of<br />

Iceland stores seem incompatible with the concept of localised,<br />

"corner shop" type of retail<br />

I have to question the viability of having local centres offering<br />

comparison goods. The town centre struggles to provide comparison<br />

goods' outlets because of the out-of-town retail parks. The MTF<br />

Board should be trying to encourage more such shops into the town<br />

centre to add long lost vibrancy. Local centres require convenience<br />

goods shops which service the immediate locality not comparison<br />

goods shops.<br />

We have to question the viability of having local centres offering<br />

comparison goods. The town centre struggles to provide comparison<br />

goods' outlets because of the out-of-town retail parks. We should be<br />

trying to encourage more such shops into the town centre to add<br />

long lost vibrancy. Local centres require convenience goods shops<br />

which service the immediate locality.<br />

Comments noted. Text is considered broadly appropriate to<br />

provide clarity as to the expectations of the local centres. The<br />

text could be improved and will consider revising the policy to<br />

aid clarity.<br />

Anglian Water Services have said that an application for a First<br />

time sewerage appraisal was received from the Croxton Parish<br />

Council in 2007. Assessment was made and it has been<br />

confirmed to the Parish Council in November 2009 that a public<br />

foul sewer will be provided. It is likely to be implemented towards<br />

the end of AMP 5, ie 2014-2015. Detailed design will take place<br />

nearer the time and the village and residents will be contacted. No further action.<br />

Although there is no policy on water supply or infrastructure, we have<br />

some concerns regarding Paragraph 16.3 which suggests the<br />

proposed routing of a new wastewater pipeline between the A11 and<br />

the scheduled monument. Although the scheduled monument will be<br />

avoided, the area between the monument and the A11 is likely to be<br />

archaeologically sensitive in its own right. In conjunction with other<br />

infrastructure passing through this narrow strip of land, any<br />

archaeological remains are likely to be significantly affected. This<br />

route should only be chosen as a last resort and it would be helpful to<br />

consider alternatives. Discussion with English Heritage and Norfolk<br />

County Council's Archaeology Team will need to be had as early as<br />

possible, with proper archaeological assessment and evaluation. Noted. Amend policy as per rep.
