A new policy is required to the effect that; Secure steps will be<br />
required prior to any development in the SUE to ensure that support<br />
is provided for community development and liason appropriate to the<br />
phase of development and that sustained and adequate<br />
management structures in place REASONS It is widely recognised<br />
that new communities face significant issues is the early periods of<br />
development in relation for instance to access to services, isolation<br />
and lack of knowledge about the local situation. This can lead to<br />
adverse effects on mental wellbeing in particular that can be very<br />
severe. It is essential that adequate steps are taken to offer the<br />
fullest support to new residents. The scope of this will range from<br />
activities to simply providing information. Such support should be<br />
responsive and tailored to needs and be sustained until such time as<br />
the community has matured. Community coherence and capacity<br />
together with wellbeing will mean that the SUE will be more likely to<br />
be a success both commercially and as a place to live and enable it<br />
to contribute to the community in Thetford as a whole.<br />

Agree with sentiment. Unsure if best place is in the <strong>TAAP</strong> or<br />
part of the PPA when dealing with the planning application.<br />
Partners being resourced ready for the development is raised in<br />
the accompanying Commitments Paper.<br />
Public usage of the school facilities is indeed down to the school<br />
governors, but the current schools in the town do hire their<br />
facilities out to the public as it is a valuable revenue in come.<br />
Having said that, the policy does not shut the door on<br />
community centres, as long as they meet certain criteria.<br />

We would suggest that Policies TH18 Health Provision, TH19<br />
Community Buildings and Policy TH 20 New Bring Recycling Centres<br />
are town wide policies, particularly TH20 if the intention is to reduce<br />
waste to landfill and encourage recycling. Such uses (policies) could<br />
be merged with Policy TH14 as suitable uses within a Local Centre. Specific to urban extension. Retrofit on case by case basis No further action.<br />
The provisions for waste and recycling infrastructure within the AAP<br />
are limited. While Policy TH20 ‘New Bring Recycling Centres'<br />
acknowledges the expectation that new bring recycling facilities<br />
should be provided as part of the Thetford Urban Extension to help<br />
divert waste from landfill, this alone will not adequately address the<br />
waste and recycling infrastructure requirement. Given that Bring<br />
Recycling Facilities only handle a small range of materials, there is a<br />
need to improve existing infrastructure to handle bulky and/or excess<br />
materials that would otherwise not be collected as part of a kerbside<br />
recycling scheme. Infrastructure for these types of household<br />
materials in Norfolk takes the form of Recycling Centres (Civic<br />
Amenity sites).<br />
The current Recycling Centre in Thetford is one of the smallest in the<br />
County and therefore inadequate given the proposed growth of the<br />
Town. The County Council is committed to funding a new<br />
replacement Recycling Centre for Thetford, which will be capable of<br />
handling the additional waste arising from the Thetford Urban<br />
Extension. The new Recycling Centre is programmed to open in<br />
summer 2012. Although there will be no developer contributions<br />
towards this improved infrastructure, it should be acknowledged<br />
within the plan that there is a need for the new Recycling Centre, and<br />
also that the County Council is committed to providing one.<br />
We support this but request that it is properly managed. The<br />
recycling facility at Sainsbury's is properly managed but the one at<br />
Tesco's was not and has been closed down. Agree.<br />
