Documentation indicates that Government Ministers remain<br />

committed to maintaining the current level of hedgerows protection,<br />

even if the risks of removal are extremely low. Important Hedgerow<br />

status is a further source of protection for existing hedges by the<br />

identification of certain numbers of woody species within a 30 metre<br />

length, the ground flora of herbaceous plants or the hedges are a<br />

sanctuary for certain types and numbers of birds. The Thefford Area<br />

Action Plan TH29 states that "the existing route of Joe Blunts Lane<br />

will be protected from development and enhanced as a route for<br />

walking and cycling". It should therefore be an expectation of this<br />

stated aim that the hedgerows on either side of the lane be included<br />

and fully preserved, ideally by adoption of an overall width of 12<br />

metres. Any attempt to remove or destroy, parts or all of these<br />

hedges, will undoubtedly be met with considerable opposition from<br />

the public and bodies such as the Norwich Road Residents<br />

Association.<br />

The trees and hedges along its route will be protected by TH2 -<br />

locally distinctive features of the landscape. Comment re<br />

I support this policy. It would seem that altering the status from a<br />

public footpath to a public bridleway would be the best way to<br />

guarantee rights for cycling (and also horse riding) along the route,<br />

For the most part, Joe Blunt's Lane falls within the SUE; as a<br />

consequence we would query why the Policy TH 29 Joe Blunt's Lane<br />

falls within the Area wide policies. There are proposals within the<br />

emerging Masterplan which seek to include Joe Blunt's Lane within<br />

the movement and access strategy for the Urban Extension as an<br />

integral part of the measures to achieve modal shift and support noncar<br />

modes of transport, including walking and cycling and associated<br />

public transport services. On this basis we would suggest that this<br />

policy duplicates other provisions in the <strong>TAAP</strong> particularly the<br />

Movement policies TH7 - 9 and the subsequent TH30 which includes<br />

Joe Blunt's Lane as part of the Thetford Loops. Consequently Policy<br />

TH29 is unnecessary (not justified) and should be deleted.<br />

Disagree. As the reasoned justification states, this is a key<br />

route for walking and cycling and will serve many functions. The<br />

route needs to be protected and improved. Any inappropriate<br />

changes to the route would result in great public opposition and<br />

affect users. With regards to use by public transport, at a recent<br />

meeting, landowners explained idea in more detail. Policy to<br />
