We welcome the intention to produce a car parking strategy as part<br />

of the town centre masterplan, provided it aims to reduce traffic in<br />

historic locations and avoids the provision of additional or revised car<br />

parks in historically sensitive places (including buildings, townscapes<br />

and archaeological sites). Comments noted. No change<br />

Thetford has not got a vibrant shopping environment. It is run down<br />

with a poor selection of shops and crumbling superstructure. Its<br />

character has been largely destroyed. Provide the refurbishment<br />

here as first priority.<br />

It's useless increasing car parking unless you bring decent shops to<br />

the town! No more cheap shops - charity shops and estate agents.<br />

Shop Local - where?<br />

To provide more housing in the centre of Thetford, build another<br />

storey (or perhaps 2 storeys) above the shops in the Riverside area<br />

(as in the ARC in Bury St Edmunds). It is important that Thetford<br />

retains the existing or a new Carnegie Rooms so that the residents<br />

of Thetford can contribute towards a vibrant town centre by<br />

attending/visiting: meeting on local issues exhibitions and indoor<br />

markets shows and concerts dances and discos at the Carnegie<br />

Rooms. As regards the road traffic within Thetford, I think<br />

consideration should be given to: prohibiting parking on both sides of<br />

Raymond Street between its junction with Guildhall Street to its<br />

junction with Well Street. Having a one way system in a southerly<br />

direction along Guildhall Street so that traffic can only travel along<br />

this road from its junction with Castle Street to its junction with<br />

Rampart Way. Stopping and traffic (except pedestrians and cyclists)<br />

from procedding along Nuns Bridges Road between it junction with<br />

Mill Lane and its junction with Ford Street (over the Nuns Bridges)<br />

Regenerating Thetford town centre is a priority for the Area<br />

Action Plan and policy TH21 sets out a clear and comprehensive<br />

approach to the town centre, including those areas suitable for<br />

significant intervention and investment and the guiding<br />

principles against which development proposals will be<br />

assessed. Breckland Council considers that the <strong>TAAP</strong> provides<br />

a clear and robust planning framework which will enable the<br />

private sector to make investment decisions and bring other<br />

retail and leisure outlets to the town centre. Outside of the<br />

<strong>TAAP</strong> Breckland Council now owns a number of the key<br />

regeneration sites and is actively looking at ways to bring these<br />

sites forward in accordance with the <strong>TAAP</strong>. No change.<br />

Comments noted. The principle of residential development<br />

above town centre units is supported and would be encouraged<br />

when assessing development proposals to ensure that the town<br />

centre is active and used outside of core opening hours.<br />

Previous town centre vision work and development assessments<br />

have indicated that some 70 additional flats and town-houses<br />

could be provided as part of a regenerating town centre. The<br />

Carnegie Rooms are owned and managed by Thetford Town<br />

Council. Breckland Council understands that the Carnegie<br />

Rooms require considerable investment going forward and the<br />

<strong>TAAP</strong> identifies the site as an area for change and development.<br />

This does not mean that the Carnegie Rooms have to be<br />

replaced but the Plan intends sufficient flexibility to enable the<br />

Town Council to look at a range of options for the site.<br />

Should the site be redeveloped, it should be noted that the<br />

<strong>TAAP</strong> identifies the area including the Carnegie Rooms as a<br />

focus for market and community uses and Breckland Council<br />

would seek replacement provision either on the site or very close<br />

by. Alternatively, proposals to refurbish and rejuvenate the<br />

existing Carnegie Rooms would also be supported. The detailed<br />

<strong>comments</strong> in respect of the highways network will be forwarded<br />

to Norfolk County Council as the Highways Authority.<br />
