Comments noted. There are many venues for the community to<br />
hire out around the town at the moment, please see the<br />
Community Infrastructure Audit on the website. It is likely that<br />
the organisation behind running such a group rather than the<br />
provision of facilities is the issue. On Redcastle, a Youth Cafe<br />
has opened recently. By summer, a skate park should be open.<br />

The Committee strongly supports the section on Shared Facilities. In<br />
the third point listed under New Community Centres, it would insert<br />
‘or small shopping parades' after the reference to ‘proposed<br />
centres'. Support noted. No further action.<br />
Community buildings provide space and opportunity. Usually they are<br />
designed to maximise community use and not financial sustainability.<br />
While achieving both in a particular building is not impossible with<br />
public grant/ revenue support, it is usually challenging without public<br />
income. This is particularly pertinent in areas/neighbourhoods where<br />
residents have little disposable income. The alternative to public<br />
revenue subsidy is building-in trading opportunities (not just marginal<br />
activity such as community cafes or room hire) such as rental space<br />
and/or ‘counterweight' building or activity that can generate<br />
considerable income. Community building designs need to balance<br />
perceived community needs, financial and environmental<br />
sustainability. Support noted. This is the approach taken in the policy. No further action.<br />
Preferential use of the new school facilities for community use is<br />
commendable. However, there is currently no guarantee that Norfolk<br />
CC (or whoever) will indeed build or be able to build up to 3 new<br />
primary schools. As is often the case, full school provision can be<br />
difficult to assess until sometime after new residents have taken up<br />
occupation. There may well be a requirement for less than 3 new<br />
primary schools. Community building provision should not therefore<br />
rely entirely upon school provision. Until school needs can be fully<br />
assessed there may be no new school(s) for some considerable<br />
time. At least one Community Building should therefore be provided<br />
by developers, independent of school provision.<br />
There is capacity within existing community facilities according<br />
to audit. Policy approach does not stop the provision of<br />
community facilities - the preference is shared, if not, has<br />
guidance for stand along facilities. No further action.<br />
We would suggest that Policies TH18 Health Provision, TH19<br />
Community Buildings and Policy TH 20 New Bring Recycling Centres<br />
are town wide policies, particularly TH20 if the intention is to reduce<br />

TH19 talks about use of existing community facilities for sports<br />
facilities but has no detail what does this mean and where?<br />
16.39 provides some idea - policy is flexible, not prescribing<br />
exactly what will happen. It is about the idea of shared use. no change<br />
With reference to TH19, I note that religious buildings will be located<br />
